I'm new to the DA and I need a little help on how to paint DA techmarine-should they be DA green with red servo arms (like the Ultramarines 1 but green) or should they be red with metal servo arms(like the Black Templars)? Or should they be something completely different?

(I'll leave this in the Space Marines forum as it is really more a fluff question than specific painting question.)
The techmarines of Space Marine chapters are usually red with Chapter colours and icons on their left shoulder plate. The blue Ultramarines techmarine in the Codex is actually rather unfluffy. Techmarines do on occasion display chapter colours on their armour like the one in the codex but usually they will be predominantly red.
Dark Angels are a Chapter that follow the Codex Astartes to a certain degree. They use codex markings and insignia and their chaplains, librarians, apothecaries and techmarines seem to follow the Codex Astartes in their armour colours.
In the end it is really up to you. Red armour is the sign of the Adeptus Mechanicus which the techmarines hold very dear, but if you choose to paint him dark green like the rest of your army that is fine too.

Its really up to you. For all anyone cares, he could be pink with little yellow flowers all over him, and he'd still be a techmarine.
But, also, they tend to have red armour, with chapter colours on their shoulder pad, which is the answer you're looking for.
Yep I agree. Mars Red armour in honour of his calling, with a DA Green Chapter shoulder pad.
