I'm not an IG player, but I'm building a custom DH force around a female inquisitor (fluff here (Enter the DH inquisitor)) and I'm leaning toward her coming from a kind of desert/Arabian Knights-esque world, which is inspiring some Tallarn/Lawrence-of-Arabia-style models for her retinue.
My question is, if I ever get into IG (which I may do at some point), the obvious choice would be to go Tallarn. Seems to fit, after all. I tried a brief search of the IG forum, but didn't find anyone discussing in detail their experience with Tallarn. Are they really outrageously expensive and difficult to work with? Anyone find any alternatives to buying metal Tallarn models that doesn't involve green stuff by the pound? Do they use a lot of tanks? I haven't found a TON of material out there on them, and I don't have the codex yet (Yes, I plan to buy it before army building, when the time comes).
Well... With the (not so) new IG codex you can select doctrines. The tallarns are also represented by doctrines too (found in the back og the IG codex). This works somewhat like the chapter traits that the space marines have, but they are ALL positive... This is balanced trou restricting the choices... for instance you cannot have ratlings or rough riders if you choose to use doctrines.
You can have a maximum of five doctrines or restricted troops. Restricted troops is where you 'buy back' a unit (like the roughriders, or ratlings), and each unit cost one slot.

Tallarn are a fun force to play, forgeworld has a lot of new models for them. And with the new riders, I think with a little monet spent you could have a very, very fun army to play. The only thing that really concern me is the price, as I do believe that GW models are ugly, and if I would collect Tallarn then I would go straight for forgeworld. Here are some pictures you might find nice:
As for converting troops, I really dont suggest getting the GW infantry as they are old and quite ugly looking. Instead you could use some Tanith troopers as well as simple guarsmen with some minor cloak/camo conversions and paint. I strongly recomment you get the tallarn weapons sprues as they do look very good. And as for tanks and sentinels, simple IG tanks work fine. I think it would be cool if you would have got the tallarn tank commander just to add something extra to the tank.
I prefer to have my tank hatches open and have troopers either shooting from them or at least shouting orders, like the trooper mounted in the hatch of the exterminator russ tank.
I find Tallarn models cool, but don't know about their price\availability.
Anyway they are a bit penalized by the fact that other renowned regiments, like Cadians or Mordians, were given more than five doctrines, so most of the people goes for them.
Codex Tallarns have five doctrines, of which three good, one less good and one useless.
You can also make your own custom regiment with Tallarn models and choose the doctrines you want.
"Tallarn" as an army is completely fluff. Like was mentioned before, doctrines are used to determine the differences between different regiments. Tallarn have their own specific set of doctrines. Nothing's stopping anybody from using Cadian models with Tallarn doctrines; likewise, you can use Tallarn models with Death Korps doctrines and so forth. So it's really a question of the models...
In which case I'd say, you'd better have a lot of money. Expect to pay $1 for every 1 point. For instance I made a 1000pt army list and calculated it would cost roughly $1000 to buy the appropriate Tallarn models for it. It's too bad, I was really looking forward to them, but I dropped the entire idea of my Mujahadeen Militia and decided to do Cadians instead...

Yeah, like I said, this is WAAAAAAAAAAY preliminary (got at least three 1,000-point armies I wanna build first, and that's after I finish my crons ), but yeah, it seems an army full of Tallarn models is gonna be nigh impossible.
And I borrowed a friend's codex. Yeah, I don't like the doctrines for Tallarn either, but I do like the models a lot. Maybe I can build on the Tallarn doctrines/choose different ones, and make them a Tallarn "offshoot" or something. I could then buy regular Cadians, paint them a "desert camo" style, and buy a SMALL number of tallarn infantrymen to serve as "Sergeants" and "commanders." I also think I'm gonna HAVE to buy the FW heavy weapons crews and rough riders. They just look SO kewl!
Also, I suppose there's no rule that says I can't simply mold green stuff over somebody's head to look like the desert wrappings, eh? Overall, the right paint job could make cadians a suitable, Tallarn-esque alternative, no?

That is completely doable. As Cadians are plastic they're very modifiable. If you have good skills with greenstuff you can EASILY modify them all to have headwraps and anything you want, really. I modified mine a lot, by shaving off shin armour to make solid boots, shaving the torso armour into something that looks more like flak armour, and other stuff. Here's a pic:
Nothing like what you're talking about but it shows (atleast the Sniper in the foreground there) that they can be converted extensively.

as for fluff, there are some short stories and a bit of fluff in the GW-Network (different countries though, but google can traslate it roughly, for example, if you want to view the spanish site)
the tallarns home world is tallarn, a desert planet. onviously, they are more a light, fast army, than having much heavy tanks. this would mean rough riders, sentinals, chimearas and hellhounds to choose from. notice, you don't have to take the doctrins stated for the tallarns, but can choose your own. so you could spend one doc.point for r.riders, and the rest for skills and drills.
buying the FW modells is a bit of a waste. although they are really nicly done, they have not enough troops, i.e. FW has not brought out ordinary infantery platoons. plus, they are really expensive.
what you could do is either convert them from cadians (which is a pain as you have to do a lot of filing, or you take catachans (which have lighter armour) and green stuff. the fact that catachans don't wear helmets is a big plus, as you'll have to convert turbans (that cloth on their head). in this way, the heads won't look crappy as they do now (sry catachan players), also, if you wish, you can hide their faces
on the other hand, the older GW models are nice too. (but more expensive)
all in all it's a choice of time vs. money (and perhaps conversion skills) in the end, i guess.
besides the doctrins, tallarns don't have any specialities, i.e. furioso dreadnoughts for blood angel space marines or basilisk for iron warriors chaos space marines.

As for doctrines, I use slightly different ones from the GW 'official' ones, just because that's how we roll. I use camo, sharpshooters, iron discipline, and rough riders of course. Xeno mounts for friendly games, because I have some sweet models I made for it :tongue:
And Tallarns are definitely a competitive army - Their favored weapons are basically the two best MEQ-killers we have: missile launchers and plasma guns. But since that's really the only guideline for them, it's hard really to say what a 'tallarn army' will be like.
