Hello . I was looking through the new DA codex today *cough* brought it *cough*, anyway I thought I heard somewhere that special characters are now part of the army, is this true? Do I no longer need my opponents permission to use Ezekial, Azrael, etc...?

Following the recent trend of including named characters in Codeces, Azrael, Ezekiel, Sammael (MotRW), and Belial (MotDW) can be used in any game with opponent's consent not required.
You don't need the opponent's consent any more as of 4th edition.

Ezekiel is far too expensive with underwelming powers. The MotRW and the MotDW aren't special enough imo for names, but they do their job and ive taken a liking to the MotRW. Asmodai is gone, and to be honest havent heard anything about Azrael.
Actually using special characters is not sweet at all. Nothing turns me off to playing with an opponent ever again than if he brings one or more special characters. Is it in the rules? Sure. Will I play those people? Heck no.
ive always found people who use special charcters all the time to be boring. It shows that they lack any ideas of there own. Dont get me wrong, its fun when its just casual play, but if its a tournament people shoud have the brains to creat there own generals.
To confuse things more....DA HQ are not special characters, and thus you do not need permission to use ANY of the DA HQ choices. Period.
As for special characters in general, it's a matter if your opponet and you agree on using them, or at a tourny, if the tourny organizers declare they are allowed. And then there is the matter of meeting any army requirements to use said characters, such as minimum army points etc.

Special Characters definitely add some interesting flavor to an army, I wouldn't use them every game, but they are a very tempting option.
Ezekiel has 3, count em, 3 psychic powers and can do a number in combat as well. The lack of an inv save isn't great, but he does have Force Barrier and shouldn't be running into a big 10 wound powerfist anyway.
Azrael is an absolute monster in combat. Master-crafted SoS, master-crafted combi-plas, a bolt pistol to boot, not to mention 6 attacks on the charge and the Lion Helm. He's probably the best Chapter Master out there (I would love to see him and Grimnar go toe-to-toe).
Belial is nothing special, but he's inexpensive and make the DW army. Sure he isn't as killy as Azrael, but he lets you buy more termies with his cheap-cheap cost.
Sammael has a jetbike with a plasma cannon OR an AV14 Land Speeder. Add in his RW special rules and you've got a keeper.
DA Named Characters?
Azraeal is a bad arse, but Ragnar is probably a better HQ. First, he costs 50 points less, plus he gets 2+ attacks on the charge, and gives it to any squad he joins, with 5 strength, and a 4+ invunerable save, plus he hits everything on a 3+ regardless of weapon skill. And his frost blade is master crafted.
