Alright, so I'm looking to increase my BA army as it is. This is what I've got.
Chaplain - jump pack, PW, & BP
9 DC - all with BP & CCW
5 VA marines - VS w/ PW, 1 PP, 1 Flamer
2 techpriests(ok, so I like how they look, I think they look better then techmarines)
6 servitors - 3 w/ PC, HB, and MM; 3 w/ CC wep. or fixer servitor
16 marines w/ bolters
2 marines w/ ML
2 marines w/ MG
1 VS w/ PW & PP
1 VS w/ PW & BP
2 VS w/ PF, BP, & CS
1 Dreadnought - DPF, TLLC, & Flamer or SB (I modded the flamer so it dangles below the LC so I can choose either)
I was thinking about getting 10 scouts and just arming them with shotguns. Or buying some heavy bolter bits for my tactical squads. I need a tank. What kind of tank should I get? Just some advice would be helpful. THX people.

As for heavy support you can't go wrong with the Baal predator.
Get an assault squad for fast attack with a vet. sgt. armed with a powerfist and a bolt pistol.
Don't bother with shot guns, they are worthless.
Equip the DC with jumppacks if they lack it.

If you do go for heavy weapons then pick up the new Devastators box. 2 heavy bolters for the tactical boys and then your choice for the Devs.
I've always been a fan of a 6-man tac squad with a Vet Serg (Combi-plas/power weapon) and a plasma gun. Backed up by twin las on a razorback these guys can go anywhere and threaten anyone. They're a superb reserve or line holding unit.
And, when you're ready, get a Commander. Forcing yourself to not rely on the DC will make you a better player and your army even more dangerous.
No more NG spearmen, thanks! Now I need some pump-wagons!
Buy an assault squad to fill in one of those fast attack slots. Their cc bonus is an exellent complement to the blood angels doctrine. Also, a bike squad with an attack bike attached could be devistating as a tank killing force.
