In my space wolves army, one of my lords is going to play the role of attacking infantry, both light and heavy. He starts base pretty much as a chaplain, but what else should I equip him with? Should i give him a frost blade(power weapon that adds +1 strength), a plasma pistol, or master craft his power weapon, or a combination?

I don't know space wolves firsthand, but I would think that if killing infantry in h2h is your goal I would focus on giving him more attacks (with a power weapon of course) and getting him there in a hurry, preferably with some form of support squad and an improved armor save if you have the points to spare. If the codex SM chaplain rules carry over to space wolves regarding missed hits on the turn they charge, then I would certainly attach him to a squad for more benefit.
Games Workshop is the Wal-Mart of hobby products, except for the low prices. The lack of respect and profit mongering is there in spades.
Lightning claws would be the weapons of choice. You have so many rerolls you'll be slaughtering everything in your kill zone without an issue :yes:.

As long as the cost for the Frostblade is only 5pts more I'd go for the Frostblade/Bolt Pistol combo. Otherwise just the standard Power Weapon/BP combo. I dont like giving weapons to my HQ's that could kill em. The only folks that get Plasma Pistols in my army are Assault Troops.

You really don't need much to make a Space wolf lord effective in CQC, its what they do best. This is a good thing as you want to keep them cheap because of the retinue rule.
I use all four so i'll give a run through of how i equip them:
Wolf Lord(or Wolf Guard Battle leader)
Frost Blade or lightnng claws
Belt of Russ
Total: 133-123 for wolf lord or 118-108 for Wolf Guard Battle leader
chooser of the slain
Healing balms and potions
(sometimes i give them a wolf teeth necklace, which is useful but not essential.)
As you can no doubt see all of these are monsters in close combat while being point-effective at the same time.
