on the tyranid forum someone posted that a 4 librarian army is legal. they said you can take 2 command squads with libis in each and attach one more libi to each command squad before the start of the game.
having read the rules on attaching command units it looks like this is wrong as attachment occures during the move phase of the game. therefore prior to movement when you are buying units you would have to purchase 4 HQ units to get the aformentioned 4 libi assault unit.
Chaplains and Librarians can be added to Command Squads without taking up an additional HQ slot, as Caluin stated above.
A 4 Librarian army is totally legal. Hell, even a 6 Librarian army is legal. It just ends up super expensive and hardly worth it
You can't add two of any particular command unit, though. So no 6-librarian armies, as that would involve either another HQ slot, or adding 2 librarians to a Command Squad that already has a Librarian, and is explicitly described as illegal.

I don't see where the rules prohibit it.
Epistolary HQ, Command Squad w/ 2 attached Codiciers
Rinse, repeat for 6 Librarians.
16,000+ of Eldar (only need flyers)
7,000+ of Nids (want heirophant)
6,000+ of Space Marines (need rever titan)
4,400+ of Cygnar (all models for the faction)
1,500+ of Legion (just started)
I've had to have this discussion a few times. And as Tarzen stated, You can only have one of each type in the command squad. There is no limit to the number of HQ choice characters you can have, so you can have six independent characters. As long as you start off the command squad with the Commander choice. You can t ake two master's, two epistolaries, and two master of sanctities. However this would be expensive.

But think of the brute CC power a squad woud posess if you had a command squad with 2 Librarians and a Chaplain expensive but probably quite fun :ninja:

here's how i interpret the rules:
commander + librarian + chaplain + squad
librarian + librarian + chaplain + squad
chaplain + librarian + chaplain + squad
