I've got two questions about DH. First of all, if I were to ally with another army, which would be the best, SM or IG? Also, in the codex, it states that "Note that no more than one Officio Assassinorum Operative can be used in any force for any reason." Does that mean I can have a Vindicare Assassin and Death Cult Assassins in an army, because Death Cult aren't considered Officio Assassinorum Operatives?

2) This is correct. There is an entry in the codex called "Officio Assassinorum Operative," or something akin to that, where the Culexus, Eversor, and Vindicare are listed. If you read carefully, you'll notice that the Death Cult Assassins are not listed under that entry. So, it's A-okay to take them as well as a Vindicare/other!

To answer your second question, yes you can include both.
Now the first question, I really feel that IG with Grey Knights is a great combo, more so than space marines. You end up with more wounds, more firepower, and more cc goodness with this combo. The reasoning is Grey Knights can provide all the cc that IG lack, and IG provide the firepower Grey Knights lack, and this setup can be played multiple ways. You can play the static gun line guard, and use the DH as a counter charge unit, or use DH as an assault unit and have elements of the guard follow while the HW stay behind to provide cover fire.
This opinion is not just based on the fact that I play this particular combo, its also based on what I have seen on the table top. For instance I was recently playing a local tourney with my IG/DH, and happened to come across a SM/DH player. We faced off in the tournament, and the already low body count of SM was compounded by the Grey Knights meant when the Russ layed down a pie plate, it hurt him alot(4 out of 5 GK's going down to one shot is a big ouch). He only won one game I think, and two of his loses that I know of were to another guard army, and my IG/DH.
Don't take my word for it though, try a couple games with both setups, maybe proxy and see which suits you best.

with the Inquisition armies, inducting IG is a pretty good idea. I don't recommend inducting SM's. But that's because you loose out on the nice units the Inq. has to offer... Sisters of Battle and Grey Knights. neither can be used if Inqisition armies are your parent force. IG doesn't have this restriction.
DH with IG is good. WH with IG is good. DH with WH is good. The one caution I would give to using DH with WH is that neither army has much long range anti-tank. Sisters give a good number of power armor wounds, and pack a mean punch in close range shoot.
I think the assassin question's been covered.
have fun trying out allying! try a few setups as proxy before you go out and buy. sometimes it's a bit disappointing to buy an expensive unit to find it's not terribly useful for you.
