Having just played a battle recently, and with many more to come over the next summer, i was wondering about my guardsmen. In the game, i had two squads (my two painted squads ATM) that basically saved the game for me (well, made it a tie rather than a drastic loss) and others that did absolutely nothing.
The squads that accomplished their missions both hit and wounded with their sots, killing several assassins (played my brothers DH army) and passed an incredible amount of saves (for guardsmen in flak armor). The the rest of my guardsmen (about 4 other squads) were in combat at the end of the game, but spent most of their time either slugging it across terrain or missing their sots.
I'm asking you, as guardsmen players, if this is normal, or if my men are simply slacking off.

Sounds like your soldiers deserve a little extra in there paycheck this mouth. Theres nothing wrong with taking a large base of infantry as they are more then enough to gun down most enemy squads before they close on you and even if they get there you can always tie up the enemy with a squad or two.
Have you tryed out veterans yet? Stick them in cover at the start of the game and outfit them with a few plasma guns and a missile launcher and your good to go.

i've always found my one rough rider squadron which i ashamedly rarely field tends to do very bad-assedly against marine/meq armies as my countercharge reserve, the few times i've fielded them, they've keep efficiently wiped out either assault squads or other such that have managed to get the quick drop on me.
as for line squads with some doing better than others throughout the course of the game, that's natural and heck it's alright since we tend to take so many of those squads that there's always some that pick up the others' slack.
quantity over quality
I try to always throw in a good mix of weapons, like the PG/ML(or LC) squad, which is great at killing MEQ's and Vehicles, the GL/HB(or AC, or ML) squad, which is great for just hosing down light infantry or lighter vehicles. Slipping in a few HW support squads of various intentions helps boost your firepower, and create even more diversity of targets for your opponent to worry about.
You also said that the underperforming part of your army was footslogging around a bit - this might have put a damper on their performance, since crappy deployment -> move to better spot -> can't shoot heavy weapons. But this usually happens to a couple squads, if your opponent is a clever deployer.
Tyranids: 2500 pts
Imperial Guard: 1000 pts
Witch Hunters: 1000 pts
The two units that have been game winners for me are:
1> Veteran Squads with a Lascannon and at least two plasma guns. These lads really can put a hurt enemy armour, and 2+ save expensive models. Really nice when you have three of these squads with Cameoleline.:yes:
2> Basilisks. Most people aren't prepaired for the indirect AP3, S9 blasts, and usually think there expensive units are save behind some area of terrain etc. Especially powerfull when used as a twosome in opposite table corners.:shifty:

My game winners most of the time are my HQ support units, especially the ML and HB teams. They always seem to put out enough hurt to make them very worth the points, and more often than not, pull off some much needed shots late in the game to prevent bad things from happening (like picking an ogryn off an objective w/ a ML so my HQ squad could take it).
I feel your pain with those slacker squads though, although it always seems to be somebody different each game, like its a joke throughout my army as to who will be the underachievers for the game:shifty: . Lots of times its been the line infantry squads, but once in a while the storm troopers or vets step up and become expensive slackers(commissar executes the seargent after the battle), and the support teams have to pull it out for me again.

I thought you were talking about "blessed" units. Those units that does not differ from the others in any special way apart from preforming fantastically well.
I have a couple of such units and despite their averageness they are miracolous.. well for being Guards anyway
I had one squad taking out a BA deathcompany singlehandedly... Ok, it was only two in that company from start but still, after surviving that they threatened a Landspeeder so it got diveted for a couple of turns, probably saving a complete flank. All they had to show for fancy stuff was a GrenadeLauncher and a Heavy Bolter.
Then there is my JO, but he has a power weapon so he is kind of another scale. It's much easier to preform well when walking around with four plasmatoting bodyguards and a cigar.
The GL guy though... I really wish there was some way to give a private the Honorifica
