are the dark angels named HQ's treated as spec characters meaning u need both players permission to use them? that would be kinda dumb cuz they arent very good without them spec characters:sleep:

Special characters as HQ's written in the codex are legal. Permission would be needed if you'd use non codex characters (like special rules on the GW site or forgeworld characters)
As it stands, all special characters that are currently in any codex are perfectly legal. This is a new trend that started with the Eldar Codex.
Characters in older codexes, such as Abbadon, may be used, so long as the point cost requirements (or whatever teh requirements may be) are met.
That is odd. The use of Forgeworld minis are still an enigma where I am at. I need permission to use the Mortis Dread, but everything in the Codex is fair game.
There will be no more characters that need opponents permission in all future codexes.
