I think there should be a balance
I think it's an artificial distinction
The comments on my latest army list got me to wondering - how much "fluff" do we like our armies to have, and what rule of thumb do we use for the points spent?
Tyranids: 2500 pts
Imperial Guard: 1000 pts
Witch Hunters: 1000 pts
It will always differ from person to person; some will prefer a balance, some will prefer fluff taking the riegns of the army (though this does not mean that it restricts the army), some will throw fluff out the window for the sake of being able to win as many games as possible, and then there will be some who see fluff as something there to improve the army but not have much of a bearing on it.
Personally, I think there should be a balance; though I tend to skew myself to restricting my list making to fluff more often than not.

Personally, I think there should be a balance. I hate seeing all powergaming lists that have absolutely no character behind them.
I try to balance my lists, but as darkreever, being a fluff nutter means that I try to keep on the fluffy side of things.
My army is of heavy infantry base with heavy weapon platoons of nothing but mortar teams. The fluff behind it is that they are of a Inquisitor Xeno Recon force. They go from world to world investigating xeno threat and reporting the threat. They were meant to be silent and quick, so no clanking tanks. That is my story and I am sticking with it.

i always restrict myself to the fluff i made up for my armies... but i don't neuter my armies either, a balance it is!
I think balance is important, to avoid cheese mainly, unfortunately that does not work with iron warriors
I have the fluff for nine armies and the models for two. I wrote the fluff of my friend's Craftworld and his successor chapter. I have a small bildungsroman in the works charting the life and times of my Blood Angels company captain. I've invented four fictional guns that work in interesting and unique ways. I've detailed nearly a hundred years of my pet Inquisitor's career and his rivalry with his archnemesis - who is also an Inquisitor and has two hundred charted years of history.
Fluff Is All.

True, Ze-Poodle, I have much more fluff than I have armies, but that doesn't mean I lose focus on the army.
Fluff is All, Fluff is grand.
But I like to make a little room for the army.
