Warrior Weapons would be nice if they halved the cost...
A Tau Ethereal was thought to have been killed today by a Bloodthirster. However, many Tau were seen fleeing the scene and are considered suspects.
The only thing that needs to change about warrior weapons is don't make them compulsory for the whole army. Just optional for various squads. Maybe also half the cost.
Making them free turns them into a tyranid army. Swarms of guardsmen running (or infiltrating) across the board backed up by leman russ. Sounds identical to tyranids except that guard can take transports.
The thing that gets me about warrior weapons is the cost, The only way to reduce it is to make a restricted army then the line units become a little rubbish.
You could make really fun armies. To remove the drop troops restriction wouldnt be too bad but the mech restriction works. Perhaps a combo with rough riders would make them better to give that "recruitment from preindustrial world" style thing. I'd like to see them more popular but to make them really competitive the need to be cheaper but not so cheap that they become the normal style for guard as that would be a little wrong.
Restriction on all special movement modes is enough of a restriction, just drop the points cost. Even better introduce some sort of Warriors of the Plains doctrine that allows you to take Rough Riders as troops.

In order to figure out their proper cost we should look at how one would min/max them if all restrictions were dropped.
What you gain: One attack at S3, I3 and the ability to fire once and charge.
What you lose: Rapid fire. Range on shots is effectively halved.
Now, if you are deciding to take IG into melee, you are giving up on firing heavy weapons. The best way to do this is probably to use a full platoon as a screen and still have folks in the back firing heavies. They essentially are upgraded conscripts at this point, since all squads still lack power weapons. Even though one might argue they can take Tau 1 on 1, they have to beat the Tau 4+ save...
So sure, you can rush a horde of IG, but the problem is like any other army... getting there. IG are slow and even with an extra attack are mostly ineffective in melee.
Then they break since they left their leadership bubble. The leadership bubble can't follow them because command squads are not ICs and therefore can be wiped by most heavy weapons squads.
I'm really not sure waves of WW equipped dudes is worthwile. If they were, folks would do it despite the cost with a least moderate success.
That being said, the cost of just using just a doctrine and no additional points seems fair enough.

I've been addicted to World of Tanks lately and neglecting my IG... But it is so... much... fun!
Warrior weapons is way to expensive to be effective. 1/2 the point cost would be OK, no extra cost would be better. Adding Hardened Fighters and Die Hards make them more expensive than orks and not as good.
Since you can't move and assault out of a vehicle, I don't think the ban on Mechanized w/WW is reasonable, but I can see the ban on Drop troops and WW.

i think the Restrictions should stay the same, fluff wise would a barbarian kno how 2 teleport or drop out of a plain, land, and not break his leg?
Overall i think warrior weapons is pointless, i meen paying points 2 make my units worse?
guards should not even be IN close combat.
They are not made for fighting
It's kind of impossible to say an entire race can't do something. Even tau can be geared for close combat and even orks can be geared for shooting. It's only the vast majority of guard armies are gunline infantry.
The other thing is of those barbarians don't have lasguns would they have any kind of special or heavy weapon? I think not. Any kind of tank? no. Any kind of armour? no.
Clearly they have been supplied by the Imperium.
Another idea is to make them free but limit them to 1 platoon. Maybe make an elites choice platoon /w pistol/ccw and free hardened fighters or something.
