I've been working on putting together the Dispensational Company for my Reconcilers for quite some time. its essentially a fast attack oriented bike and speeder list.
Now when I mentioned that to local store owners, they suggested I go with the dark angels rules, citing the insane nature of Sammael, fearless bikers, free frags and kraks, teleport homers and all other sorts of toys.
I've had others say that a 'be as swift as the wind' trait could do it better and allow for more variety (librarian and chaplains on bikes).
What opinions have you?
It all depends on what you wish to DO with your bikers. DA bikers are kitted out to the teeth, and while I haven't actually read through the codex closely, I immagine there is a at least a small price premium for the kitout. Sammael IS cool, but an army he does not make, and building an army "around" a neat toy/character usually spells boredom pretty quickly in my experience.
I don't want to dissuade you from playing Dark Angels though, they are a pretty good biker list. Take a read through yourself and take some time to figure out whether you like them or not.
As for myself, I'm an old school DA player, so I would take the ravenwing because I've always liked their fluff.

They are both good lists, hard to play, but good lists. Personally I would pick the Dark angels. I would have trouble working DA models into another chapter and I would get bored painting the same dude on a bike over and over. The Ravenwing kit at least gives you a lot of options and you can mix in normal bike no problem.
Another choice is to go white scars. Every so often you see the old white scars kit on ebay. It would be cool to have a whole army of guys who look a little like that.
If you build a man a fire he will be warm for a night. If you set a man on fire he will be warm the rest of his life.
Well, there are advantages and disadvantages to both. Are you looking to play a pure bike army?
If you are, the choice is very difficult between the two.
What are you looking to do with the bikes? Assault, or shoot up close, both?
Anyway, trait marine bikes can take skilled riders, which is very useful for bike armies, so I would probably use them over dark angels.
Dark angel bikes can scout, which is a neat trick, but it comes at a price. And they aren't as good as space marine bikes in close combat.
If you also want land speeders, use space marines, as they are cheaper.
You might find DAs more useful as a beginner, peace.
