Do you think that a Tactical Squad needs to be given a special or heavy weapon for the squad to be effective?
I say this mainly because I am attempting a pre-Heresy army and as I understand it, Plasma and Melta technology was extremely rare and experimental back in the days of the Crusade. Therefore, my logic dictates that most Tactical squads did not carry special or heavy weapons, leaving that job to the Devastators. I have no idea how common Power Weapons were back in the Crusade days either, but from what I've seen in the Horus Heresy fluff, most sergeants and squad leaders use Chainswords while some commanding officers may carry finely-crafted swords or Power Weapons.
Would 10-man Tactical Squads work or do they just not do enough?
erm no, plasma and melta technology was at its height during the age of technology, it has since declined, whilst some has been recovered, I would think a fair amount was lost during the heresey, therefore would expect it to be comparable to the "modern" marine army
same applies to other tech
frankly 10 man naked tac squads can have uses but lack the shooting ability of the weaponry you are denying them, not least the capability to deal with tanks which is considered essential for even modern day infantry squads

lol, well, I would have to say that since Plasma weapons still blow up all the time they are still rather experimental (and considering that they blow up constantly, they should be rare aswell )

The good thing about blank tactical squads it that they make decent walls. They offer up as roadblocks to enemy infantry and tanks.
They also are great as rapid fire squads. The strength of the bolter and its rapid fire capability make them a formidable force, and will make short work of low armour infantry. Rapid fire is what makes Sisters of Battle powerful.
bare tactical squads would work, if it was a CCW squad with power weaponed sarges.
Against other MEQs they are just really tough fodder troops. A single plasma gun helps, a heavy helps a lot. Without a power weapon they are tought melee fodder.

Ummm... there where no Chaos Marines pre-heresy. Even the Black Legion/Sons of Horus/Luna Wolves where still good guys then...If you want pre-heresy, play Chaos! *evil grin*
