Okay I want to start my first IG army Catachans. Could you guys give me your opinion on the downs and ups of the army and ideas for making the Devils.
Cool, I'm thinking of making one too.
One Con (for a pure army) is the lack of tanks

If you are in for the fluff then by all means but you do realize that the catachan codex is not tourney approved.
If you are looking for a deathworld veteran force you have some options in the current IG codex with the doctrines.
This is what my Deathworld veterans are.
Heavy Weapon Platoon
So I take 2 - 10 man squads of Storm Troopers armed with plasma and grenade launcher.
Then I take 3 - 10 man squads of Veterans with 3 plasma guns and a HW.
These have the harden fighters on them
That would make your main infantry what the "catachan devils" are.
If you want snipers the drop the heavy weapon squad or the Iron discpline and take the special weapon squads so you can get the snipers.
I know this would be mixing models and such but fluff wise, a deathworld force doesn't just come from catachan, they come from numerous hell holes so you can base your fluff from that...maybe an Inq that recruits guards that survived a of minimal 5 years at the front lines or something. Point is, you can make your guards equivalent to the catachan codex and still be tourney legal.
Also a side note, the booby trap and ambush rules looked cool at first but after you see the trouble in setting the table up and marking off a 1 foot grids to use them just bogs things down.

Did you mean to use Jungle Fighters as well?
I'd say know the terrain you'll be fighting on mostly. If there's a lot of woods and such go for it. I have a handful of those guys with Heavy Flamers and I love 'em. Especially since they can start out Infiltrating (especially since I give them a Melta too).
The Doctrines for the Catachan Jungle Fighters are
Special Weapon Squads
The last two I rarely touch. I'm not a fan, even for the Hardened Fighters it's a tough sell because it is 15 points though. However it ain't bad either.
SWS can be used as suicidal Demo Charge throwers, however. If you give them Jungle Fighters as well they'd cost as much as one normal line squad but with a far bigger bang. As in "Oops! There goes all your Terminators!" bang.
I generally use them with Drop Troops, but Infiltration could work well if the Terrain is thick enough for Jungle Fighters' movement and sight to win through.
Ogryns are cute in an ugly way. I wouldn't take them though.
My suggestion is create your own Catachan-themed army.
Close Order Drill
COD and DT work well together, both are free so they're there to give you flexibility. They even let your Veterans deep strike for free, so it's not all bad. ID for your Officers so you don't have to invest in a Vox network.
If you don't like one of those replace it with Hardened Fighters, COD and HF would do well too if you want to place your boys base-to-base. They have +1 Ld, +1 Ini, and +1 WS. That's almost the statline for a Senior Officer. Not bad.
With that set-up you're allowed some lee-way when you come to an unfamiliar map. If DS is allowed you can drop your entire army and play merry hell on the enemy's battleplan.
The battleforce set is really good too! 24men ,Officer, 2 sentinels , 3 Heavy Weapons Platforms +3 trees!
