So far in my fledgling Imperial Guard career, I haven't used Commissars. To me, they always look like not worth their points cost. However, I simply have to use them, they're too cool not to, and the Death Korps love Commissars.
So, I'm after help in getting the best from them. How do you use yours as it were, what kind of role, what kind of weapons/armoury items etc
Obviously, they provide great leadership, but really only to your HQ and Junior HQ's as more than that is getting incredibly expensive. Normal Squads can only ever use a Commissar's leadership if actually in that squad right?
if you take doctrines you could take independent commissars and then put them into conscript plattons and make a fearless anti close combate unit. if you use them in this way you really do not need them to have any gear so that becasue you want them in the back so they do not die.

Ahh yes, the Commissar. I love them and have used them for while. The models are just great, looking like the Russian political commissars. I always put them in my Command Squad to add some punch to them (as well as the +1 Ld). Just give him a Power Weapon and be done with it. I had some excess points (25 to be exact) so he got a Power Fist and a Plasma Pistol, but you should only do that if you have points you can't buy some extra special/heavy weapon for.
As mentioned above, their one good use is being independant in conscript platoons. Other than that they don't really have a role that makes them worth their points.
They are one of only two places in the codex (the other place bing veteran squads) where you can take a hidden powerfist, however a hidden powerfist isn't that impressive when it's only Str6 and it cost you 60 points to put on a character with less than impressive toughness and armour.
The other good use is to bolster leadership in line squads, particularly if you use split deployment and can't make effective use of the standard to keep your army in line, however, you can get two command squads up to leadership 9 without the Commissars anyway, and the jump to leadership 10 is certainly not worth the points.
In summary, they are fairly poor rules wise, but even so - they do rock, particularly with the new models about to be released for them. Personally I usually pay the slight premium over leadership 9 officers and take one or two in friendly games with a Power Weapon, just to bolster leadership on the line and to have a officer with a fairly good statline that can counter-charge.
