Im thinking about converting a VC army and since i love dark elves so much im thinking of using cold one knights as black knights my only question is a conversion as big as this still legal in tournaments? or would it only be allowed if it was of golden demon quality?

As long as you use GW parts and things are clearly represented (example: dwarfs as lizardmen = not going to cut it), then you should be fine.

If quizzes are quizzical what are tests?
Any way yeah, I'm not sure of the percentage but as long as a model is 70% to 90% GW then you should be good, and Golden Demon quality never hurt any one if you can do it.
If you do things right people wont be sure if you have done anything at all.
As long as you do some heavy conversion. Just plopping down units from a different army as a 'counts-as' doesn't always fly =)
