I'm thinking about starting a small Marines force when Assault on Black Reach comes out and Marines get redone. Are there any Marines chapters that look rusty and beat-up and not colorful that already exist, or should I just invent one?
Well, any chapter can be painted to look more like they've been in theatre for a few years and less like they're on parade at the Chapter Keep. Black Templars don't even have a home world and are more or less perpetually on a crusade, so they might be a good candidate for a force that's been in the field a while. Flesh Tearers are a chapter that has been on the brink of extinction for centuries and is down to the very last remnants of their serviceable battle gear, another contender. Iron Hands have a base color scheme that's a little bit grittier and easier to 'dirty up.' I'm guessing Rainbow Warriors aren't what you're looking for.
Generally, marines will keep their wargear as rust-free as possible - it may be gritty and dirty, but it will be maintained with almost religious rigour..
I agree that you can make an army dirty and dusty and battle-worn, but rusty isn't something I'd associate with marines, especially after all the unguents and lapping powders and oils that are seemingly applied according to fluff
I agree, rust and decay is something I associate more with Chaos chapters like Death Guard, but I want them to look like weathered city-fighters. If there's not a chapter that exists that has that, then I'll just make when up or invent a paint scheme for a chapter that exists in name but has never officially been shown, like Iron Hearts. Crimson Fists or Imperial Fists post the Age of Apostasy? Or CFs after the Rynn's world incident? Black Templars generally? Lamenters or Scythes of the Emperor?
These are all chapters that were or are involved in prolonged campaigns or have suffered large recent losses and hence will require all marines to form the fighting bulk to be in front-line duties for prolonged periods, with little time for teh formalities of rearming, re-equipping and maintenance
If you're buying Black Reach, you can always paint the orks really rusty!!!
Anyways, I agree with kithre about the armor not being "rusty", Marines would never ever let their sacred armor get rusty. But you could definitely do a "gritty/dirty" army, i.e. muddy, battle damaged, ect.
On the contrary, it's Warhammer 40k, you can do whatever you want!!!

I doubt rust would really be a problem anymore over in the 41st millenium. Theyve had a few thousand years to work out how to create materials impervious to rust, and I'm pretty sure the Marines would get first pick of such equipment. If there is indeed rustable equipment out there even now, the imperium would just give it to the guard and let them have all the problems of weapons falling apart mid battle.
How about the 13th Company of Space Wolves. No one's fought a longer campaign, and they had to resort to scavenging armour from the enemy just for repairs.
Actually that gives me a thought. How about a Chapter designed on the idea of scavenging... kinda like Space Marine Death Skulls... But instead of scavaging for loot, they'd be doing it for quasi religious reasons. "This oponent was very powerful. Now I'll take his shouderpad to add to my own as my proof of besting him, and to add his power to mine."
I was assuming that you wanted a Loyal Chapter. Ya could always go for Chaos Marines as well. My Iron Warriors army is painted in a subdued bronze to represent their role as behind-the-lines sappers. I used the rust techniques to achieve a green tarnished look. And that unifies the armie's appearance.
