it's fairly easy to make an all template Tyranid army (concentrating on Deathspitter warriors and Carnifexes and tyrants with Barbed Stranglers) where all your shooting phase is done with pie plates. The nice thing about that plan is that the new template rules actually INCREASED our chances of hitting with carnifexes and warriors that haven't taken enhanced senses. In a particularly memorable game i had 2x 6 small templates and 5 large plates every shooting phase. |

Guard asily each infantry squad can take 2 template weapons command squads can have 4 special weapon squads 3 heavy weapon squads 3 sentinels hellhounds leman russes conscripts storm troopers gun servitors it's hard to find a unit that can't make use of templates.

Properly equipped, Witch Hunters armies can field a disturbing number of flamer templates... And often in multiples from a single unit! Aside from that, Guard and 'Nids are probably the other top contenders.

Guard and Nids certainly have the highest potential. In practice, the army that usually shows up with the most in a normal list that people regularly use, is my own dear Sisters of Battle =)
