Umm, the 8 pt single frag spore mine (mentioned earlier) beats the inquisitor, for that matter all the spore mine clusters are cheaper than the inquisitor. The smallest size cluster you can take is 1, so a single fast attack FO slot can be used to hold one. So unless someone can go lower than 8 pts, the frag spore mine wins. Just for reference, that info is on page 43 of the nid codex.
