Do you think any army has the ability to out CC Orks now-a-days?
And might as well ask... Which army do you think is the biggest threat to Orks overall?
They've become an incredibly powerful CC force and I'm curious to see if anyone has seen them out CCed, or thinks an army could.
I guess Tyranids would have to be able to out CC them to win...but I've not played 40k since 4th edition so that may not be the case, but I don't see how fleshborers or venom cannons are going to take out 80 Orks!
Well, nids have a tough time outCCing them. We have better I and thus manage to kill a few before they get us, but the boyz have a larger number of attacks and are cheaper to boot, so... nope, nids can't really do... unless we soften them by shooting first, that is!
Devourer spam is the nid answer to orks. We put out dozens of shots to wipe them out and then (only then) engage the remainder troops in melee. (Charging, if possible at all, to even a bit more the number of attacks).
Also, we must try to get them little by little, focusing a larger part of our force in a smaller part of theirs (if at all possible)
Space Wolves. I played against a friends Orks using Space Wolves and counter attack is so deadly it's unreal. Add in all those power weapon attacks and you got a pretty damn harsh combination.

Anybody. The proper question is, who are likely to? And I'd say probably most elite CC squads. Chaos Daemons might have a chance, as might Khornate CSM if I'm correct in assuming Berserkers are Troops.
I think nearly any army can out-CC an Ork army if they make proper use of what’s available within their codex.
Striking Scorpions + Doom. Their massive number of attacks coupled with excellent save spells destruction for any comparably priced Ork squad except Nobs in power armor.
Banshees + Doom can deal with Nobs in Power Armor. Their huge number of power attacks will make a mockery of the expensive Nob squad.
Storm Guardians + Warlock with Enhance + Doom can be a match for any comparably priced Ork mob.
An Autarch mounted on a jetbike with mandiblaster + power weapon can tie up nearly any support Ork squad consisting of 10 models of fewer.
Die Avenges with Defend can put the hurt on with firepower then tie up an ork squad for a while.
Wraithguard and Avitars can be terrifying as long as they don’t get bogged down by a buried power klaw mob.
you might laugh but imperial guard with hardend fighters and ork xeno fighters doctrines smoke ork left and right thats 4W 2A and always hit on 3+

I almost forgot a Farseer + Fortune + 10 warlocks + Enhance is expensive but effective way to carve a bloody path through even the greenest of tides. With 33 attacks on the charge, 22 will hit, 18 will wound, ork mob of 30 will lose 15 models and come back with 45 attacks, 22.5 of which will hit, 11.25 of which will wound, The council will make 5.625 saves and 2.81 fortune saves and pull off 2 models. Orks will lose combat by 13 and pull off 11 more models (being they are fearless above 12 model count) leaving the original ork mob of 30 with 4 remaining models – if the mob was buttered up a little with Destructors and Shriken pistols they should be gone, otherwise they CERTAINLY will be in your opponents CC phase.
Any dedicated combat troops will out CC Orks provided they get the charge. Khorne Berzerkers, Assault Marines, Flesh Hounds, Hormagaunts, and the like will put serious hurting on Orks. Against Nob Bikers, TH/SS Terminators are fantastic.
Orks are very easy to kill due to low I and virtually no armor and if you charge they're only S3 and won't get nearly as many attacks.

Black Templars with preferred enemy and berzerkers are your best bet.
