I do not know the answer myself, but I think the lurkers at the apinting forum will know the answer better than us. You can always use the search function on the top of the page, as this is a regulary asked question

There are a couple of threads going in the Painting forum that address this..
Check them out
Current Army Status - Chaos - 15000 points, Orks (BadMoonz) - 3000 Points - Space Wolves - 4000 Points, Necrons - 2000 Points.
There is also an article on the subject. Simple Green is the cleaner the guy used.
Oh, and if you want them down to the actual plastic or metal then you are probably out of luck, but it will strip enough for you to prime them again and start over without there being any notice of it having been painted before.

Purple Power will get them closer to bare plastic than Simple Green will, and in a lesser amount of time too.
the orangishy rhino used to be a bright red World Eaters rhino before it took a Purple Power bath overnight. most of the model is bare except for a very light orange/red color, the model is smoothe and the dark spots are where i had things glued and they fell off.

There is an entire sticky devoted to this on teh painting forum, but to summarise, for plastics, simple green or dettol. For metals, anything that strips paint works well, but some are really nasty and toxic. Simple green / Pinesol / Dettol are not...
