I think they are, although i have only collected WD for the past 20 issues or so, i dont think one battle has been lost by the featured army,
most recently, Lizardmen win their issue. Dark elves win their one. Orks win the stompa issue.

Well, i have read a couple discussions on this, including someone who did quite an extensive survey. The results were, if i recall correctly, not hugely in favour of new armies winning. They win often, but it's 66%-33%.
It does appear that the featured army often wins, but i can recall a recent WD where the SM lost 1 of their 3 games.
I dont think they are 'fixed' but the purpose of them more often than not is to showcase a new army rather than to provide an account of a balanced game.
Its always been the case, well since I've been reading WD (issue no. 140ish) its just that in the past quite often the featured battle report wasn't anything to do with the release schedule for models.

ok thanks, I was slightly suspicious when i had read about 5 in a row wins for the featured army, thats all.
Though I definitely think some of them are at least thrown. That WD with the Dark Angels had the worst tactician in the world controlling Tau ("I have a great idea- why don't we run our Fire Warriors into assault with them? It can't fail!").
Personally, I very rarely buy new ones these days. Use of TradeMe and EBay to pick up older issues is the way to go these days.

I remember reading in a old White Dwarf that they tend to make a day of it, playing 3/4 games with the armies and only reporting the best one. More often than not this will be the game that showcases the best features of the new army (usually with them winning).
That said, I'm certain there are one or two which are altered. But I think normally, if it was a really good game, then its possible for the 'new' army to loose.
I remember that Dark eldar lost their featured battlereport.
But like its been said before, they usually play a few games and only print the best. You can see this because sometimes in the post battle bit the players sometimes talk about "the first game" ect.
I don't know if they are fixed, but there seems to be a pattern involved in how the batreps are made.
Maybe it is merely made in such a way so as to show off all the featered army models?
