Go ahead and play with whatever you want, as long as you are having fun. I'd be fine with an opponent using bases, as long as they didn't try and take advantage of it.

Funnily enough I remember a site which had counters for many of the 4th/5th edition common troops from most armies..

WARHAMMER SECRET SIGHT

The counters are no longer there, but were intended for campaign purposes when you had to fight a battle against an army you didn't own...

I think it's alright if you're just getting into the game, but for extended periods of time? I'd be alright playing a newbie with just bases, but I'd get very sick of it if they just refused to buy the models altogether. Go play Mighty Empires.

Heres what was posted.
Alot of controversy has been had.
Do you mean the Luton club?

I would have to say yes i would have a problem with this.
This is a miniature wargame, the key word there is miniatures.
If you can't afford to buy the miniatures then frankly get a job.
I don't mean to be nasty, but 40k is not meant to be about who can make the most uber army list, it's a whole hobby with gaming only being one aspect of it.
The miniatures under pin the whole hobby for me, so no miniatures no hobby as far as i'm concerned.

And i wish the other members of the Luton club took modeling and painting abit more seriously, as it's a bit dishearting to spend a lot of time, effort and money to bulid a nice looking army to have it creamed by someone who doesnt own a codex for their army or 90% of the correct models. Which happend last time i played at the Luton club,
i faced chaos marines, that had no arms or weapons so my opponent was often guessing which marines had the power fist or the lascannon.

Great example - how do you identify such "diversity" in a really abstract way without making it really difficult for you ropponent. I woul actually play this guy - as long as his armies had no special weapons troopers or iunit upgrades, because then there would be no confusion...

I'd try to avoid playing a guy who just had bases, as has been said it is a miniature wargame, so miniatures should be involved. Like I said, if you want to play with bases, go play Mighty Empires or that stupid new 40K version that's just come out.

Can't the poor (literally) guy borrow someone's minis at the club? Can't some of the other regulars bring their 2nd armies so that others (non-strangers) can play with them (handled with extra care / on a "you break it you buy me a box-full" agreement)?

I can agree with you that if someone is a total slacker who just wants to take advantage of others he shouldn't be given half the chance. But if someone can't afford, i.e. can't get a job at the moment, spends his money on his medical bills, helps his family pay the bills or something similar and the guy is a nice person to play with, then why not help him out?

Read e.g. this book Amazon.com: Nickel and Dimed: On (Not) Getting By in America: Barbara Ehrenreich: Books sure it's controversial, but might give some food for thought if nothing else.

Let's not get too dramatic here, it's far beyond the scope of the argument and besides, we don't know the guys personal life.
And from what was posted he didn't want to use the models, it's not a case of not being able to.

GW hobbies are expensive but they aren't that expensive. Scrounging together £100 over the course of a year will get you a pretty decent army to start off with.

If the guys didn't like the models and didn't want to spend the money to buy them then no I wouldn't play him.

My reasoning would be he would have no interest in the background, or the art of the game.

So basically he is only playing to win.
