How often do models "phase out" in warhammer 40k?
Like how often are the models replaced by newer counterparts with different war gear etc? And also, in a GW tournament or official event, are old units useable? Like old dire avenger models?
How long until future models/new models replace the old one?
It’s like asking how long a bit of string is really. There is no set time for models been released with new versions, its just when GW get around to it.
As for using old models they are almost never disallowed. The only time old models would not be allowed to be used is if they caused confusion. This could be no complying with WYSIWIG for instance. As for the dire avenger models i have used the old versions at tournaments with out any problems at all.

Do the old marines have the same wargear as current marines and would they be perfectly legal in a GT or 'ard boyz tournament? Does he have to get permission to use his "old marines?"

The marines are funny the newest and the older ones together, You can see small differences, for example size and positure. But they have bolter, powerarmour, so I don`t think they are illegal just because they are a bit smaller and static.
Just say something "clever" (and sophisticated) about the degeneration of the geneseed...
It's really dependant on the model- The Lord of Change is quite an old model, but was just so well designed that I can't see it ever needing a replacement wheras the Keeper of Secrets... well, look at it.
Also going back the the Dark Eldar, I think the Incubi are seriously nice models and would hate to see them get remade where in contrast the DE Warriors are as ugly as they come.
If you've fallen in love with a model, no amount time will ever make that model obselete to you. Some of the Sister of Battle are older than the Dark Eldar, but they so characterful I wouldn't want them replaced unless they made carbon copies of them in plastics.
Old models can provide some nice variation to an army. My CCS in my guard army has an old squat in it. The fluff is that he saved the commander in a 'nid invasion and has fought alongside him ever since. In gameplay terms he is a veteran with a plasma gun. You don't get more veteran than a figure older than you!

I got a razorback that is from the 1st time GW released a Razorback to 40k, I got 8 old style termies from 1992 which is about the time I started 40k and last but not least. I have 10 IG cadians from 2nd edition that I use for storm troopers. I also have some old school space marine commanders from 13 years ago and still look good on the table to this day.

They've got largely the same gear as now (albeit the older styles), and anything weird just takes a quick word of explanation.
As for permission, I've yet to meet anyone odious enough to think they have any right to deny an opponent the use of his own models just because they're not brand new!
