I've been using the Army List Creation Tool on my Android for a month or so and it's bloody awesome - sadly (and completely expectedly) GW have got involved and have forced the app makers to remove all of the army details from their sites so people now have to make their own. Sadly I didn't find this out until after I'd upgraded the app and so now all my lists - including one for a match I'm in the middle of! - have gone.
So I thought I'd do the nice thing and warn anyone still using them to not upgrade if they can help it!
I actually think GW are missing a trick here - they should release their own app, and include a code in each codex and army book to 'activate' those rules. They'll still sell the books, and we get to play with a time-saving tool
Hmm, they took Quartermaster off the Apple App Store, too. It's not really surprising, though - it contained all the stats, names and special rule names (but no points) for all units.
Unfortunately, GW have a poor track record when it comes to IT projects. Their brief attempts at army builders never really took off (particularly given the existing competition that was better) and they've avoided it since. They could make a lot of money from army list apps, but at least as far as the iPhone goes, probably won't be willing to fork over 30% to Apple.
E-book versions of the army books would be nice...I could use a search function to actually find something in the Skaven book in less than 3 minutes...

The Android apps are still there, the 40k one I used just no longer provides the file (which thankfully I'd got backed up) but the WFB actively removes the file they provided with the previous iterations so you have to build your own in XML.
