Eldar are good, but I'd pick imperial guard if it was me, unless you're not into painting a lot of models it can be quite tiresome to paint 50 guardsmen that pretty much look exactly the same on the tabletop. If sold on chaos, I'd wait for the next dex to come out. Very soon I've heard.
