I knoiw that the Allied kislev are in the Chronicles, but I herd there is a full army list of kislev, where could I find it?
I think that's it actually, it contains all units a kislevite army can have.
Ummm, how do you get kislev mages then? or is the lore of ice only the the Tzarine?
yeh the tzarina is the only ice mage, unless you go delving in the journals
you could always use her stats, but use a different model
I reckon the Ar-Ulric would work well with a little bit of conversion

You could use the stats and points of an empire mage and have him take spells from the lore of ice.
is that legal in a empire-kislev army?
Because I have seen somewhere a list of kislev by themselves with some Ice mages....

Well, it just depends on the flexibility of your opponent. If the guy is a tool and doesn't allow it then you could have a problem. I, personally don't see the problem in it as kislevites and empire are armies that are designed to be played together, so using an empire mage with the lore of ice should not be a problem. Don't expect to take it to any tournaments though!
Your question is an interesting one however, and one I had never put any thought to. I used to run an all cavalry kislevite army but I did not have any sort of casters at all. Only useful against khorne and dwarves really
