If you could change any Warhammer40k rule, what would it be and what would you do with it?
If I could change the rules, I would make the Shotgun more powerful by adding a range-based damage system. I would also give the Sniper Rifle longer range and higher AP.
The first thing I would do is reorganize the rules and publish them in a ringed binder with separate pages. The game would have a basic rule set, much like it is today, and an advanced rules set. Hard core wargamers could use the extra advanced rules, such as eatmydarkapostle's shotgun and sniper rules simply by adding the pages to the book. Everything would be published on three-hole, loose pages so they could easily be added or updated in a single rulebook, with a good index.
The rule book would contain ONLY RULES and no fluff. ALL the rules would be there. Every weapon, vehicle, etc. None of that shuffle through four books and two web print outs to get rules. Those that want fluff could by a fluff bible with all the background. I'm really unhappy with the new hardcover book. Only a third of the book is rules and the rest is stuff I don't want.
For advanced rules I would like:
Cover to modify the chance to hit a target. That way cover makes a difference regardless of what your armor is. It's absolutely stupid that marines just stand up in full view most of the time because cover does nothing.
Overwatch. Why can't shooty armies take cover and wait for the Rhino Rush types to charge up before shooting?
AP should modify the armor save. I hate the all or nothing system in place now.
The sniper rifle already kicks ass. 36" is plenty.
Yeah, the shotgun definetly needs to be changed. It'd say at least S7. Maybe AP3, still 12", and still assault2.
It'd take out IW's basilisk option because everyone complains about it, and I'm sick of their whinning.

I definatley agree with the rulebook comment. Maybe have little trinkets of fluff on the borders, or to fill up space. But its so boring to me, and I dont want to pay for it. Im going to have to disagree with advanced rules and basic rules, it would make it to complicated, and people would get confused about every thing.
I would modify the shotguns, make them stronger but not S7.
I would make the missions different, I hate it when tau have to defend a stronghold and then somehow the attackers get into CC on the first turn. Its just silly.
make sniper rifles better. seriously....they suck unless your fighting Ctan.
but I would keeep everything else the same. There are way too many confusing rules already. And frankly I would make it less confusing, like all those little quirks the space marines have now. the traits or whatever. It makes it to confusing to the newbs, and i want to keep the hobby alive.
I like armor modding for AP, WolfRaider. Other than that I would just like GW to actually pay attention when they write rules.

i too agree with modding the armor. it doesn't make sense that a heavy bolter will shred carapace armor to nothing, but power armor will almost always hold up just nicely.
i like the basic/advanced rules idea. i mean, to keep the hobby alive, the newbs would use the basic rules (pretty much what we use now) and the veterans would use the advanced rules.
something i would add to advanced rules is multiple saves. i mean, think of it. you're a terminator in cover. you get a cover save (if the you fail, it means that it didn't hit a tree) an armor save (if you fail, it broke your armor) and inv. save (in terminator case, means that if you fail, even the inner armor didn't stop it.)
now you might think that means that noone would die. but i would also change this: fire rates. here: how long would a turn be? five seconds? how many shots do you think a heavy automatic weapon (heavy bolter, shuriken cannon) can fire off in five seconds? count the seconds. it's really quite a long time, especially in a battle. that's a lot of shots. i would say that a heavy bolter would get, realistically, twenty shots. a huge amount of dice, i know, but really, it makes sense. to me, anyway. so there's my ideas.

True, a heavy weapon can fire off 20 or so shots in that many seconds, but we have to be realistic. Not every shot is going to hit. Even the most skilled marksman will have a hard time make every single bullet hit the intended target.
Maybe a range based accuracy system as well, as it is more likely you would hit someone with a pistol from 10 feet away than from 50.
make all the terms used throughout the same.
i was using reserves today in ym game and i thought that fast attack choices (vehicles that are fast aswell) should be able to choose when the come into reserve. Still roll as normal from turn 2 but when you get the required roll you can bring them on in whatever turn u want.
so if my bikes roll a 4 on the 2nd turn i can bring them on in any of my turns from that one.
Write the rules in a more consice manner.
Have a complete weapon summary (like the one in Rouge Trader)
Cut the bulls**t
Really, the rule book is written in a odd informal manner with a few quips here and there. A better layed out manner with bullet points or steps would be better.
Id make it that vehicles could split their fire again
