I fail to see why this should be in Rumors Section, though General would probably give it some more answers.
Well as GW aren't that happy about telling the long term plans for the armies it's hard to say what's a safe buy and not, though I have this feeling that the next army will be Tau.
But then again some of the newer codices are probably better to get, like Witchhunters, Chaos, IG and Necrons.
I'd say if he wants to avoid restructuring his army within the next year, avoid Orks, and Eldar (both). Otherwise, everybody has a reasonably updated codex. Tau came out around 3 years ago, IG the year after, Grey Knights a half year after that, then somewhere in there black knights SM, and others.
I don't know how chaos works but they probably got one back during the EoT or when Marines restructured (don't quote me on that). Necrons are going to be the same for a while. Tau are getting an update soon. Witch hunters are fairly new. And Nids just got a new one after the Marines.

Well you can be safe with Marines, Black Templars and the Nids.
