The toughest fantasy army IMO would have to be Undead - An entire fear causing army that's immune to psychology and once they die they come straight back and the fact that there's so many of 'em, its so annoying and with Vampire Counts, don't even get me started with ethereal creatures...
#2 Daemons Of Chaos (An entire army with a 5+ Ward Save!)
#3 Probably Dwarfs or High Elves
Hmm what do you mean with 'toughest'?
Just tough armies to beat?
Or armies with a lot of units which have a high T?
If it's the second case, I think Chaos and BoC score highest.
If it's the first case, there is no answer. For every army is as tough to beat. It differences between personal skills.
I think he mans generally resiliant? In which case I agree with him VC are very hard to take apart you need to keep the momentum up to destroy them.
most resiliant would be Dwarfs IMO, especially with the new rules. They have high WS, great Leadership, and some of the best armour saves in the game. Plus with some of the runes you can give them they can be immune to fear, or move in the shooting round etc etc.
They have some of the best artillery in the game, plus new additions like the oathstone, they can be incredibly hard to break down

No doubt dwarves, However, I have never seen or played against a vc army , but from what you say they sound killer
