Not quite sure where to put this, for it will cover all aspects of the hobby, so I have chosen here.
Now, I'm pretty sure everyone atleast heard about the Tale of Four Gamers! from WD. If not, you've probably seen Paul Sawyer's old Chaos army from start-to-finish around WD 274 and beyond...
Failing that, I can't help you.
What I'm looking for is more enthusiastic hobbyists like myself to join me in my quest for an awesome army on a budget. That is why I have the 'X' up there. It wasn't the Roman Numeral your thought it was...
Now, in order to join you must have -
- The balls to start a new army
- Some money...not very much every month
- A digital camera or something that can upload pictures onto LO
- The will to actually stick with an army
- The ability to play a game or several
- And finally, the grand ability to see things through to the end
So, with that in mind, let's get down to the 'knitty gritty' of things.
Pick an Army
That's right. Pick an army. Simple enough. Pick one that you want to play. Pick the one you've always wanted to do but couldn't because of your lack of money. Money isn't a problem when you're on a budget to build an army. Just check your Gnoblar Bank.
Post every single thought you have about your chosen army here. Don't be shy. Just do it.
Don't worry, you won't be spending much. I've set aside $100 (About 57 UK) for my start up. That will get me the basic requirements(Codex, HQ, Two troops choice) And $50 (About 28 UK) for the remaining times I buy stuff. That leads me to the next thing...
Each month(Hopefully getting my taxes back...this month) each 'contestant' will buy something/ some things within their price limit. It will be what you want/ think will help you. Don't be restricted by just a gaming list. Think about what you want to paint and convert and such. That's the way I'm doing it...
You'll have, from the time of purchase, one month to complete that purchase(Assembly, Converting, Painting) and with the completion of that purchase, you're able to purchase another one.
If you don't spend all your budget money in one month, you can carry it over to the next month. So...if I buy a box of Chaos Space Marines for $25, I can save the other $25 for next month. That grants me a total of $75 for a month! Hurray! So, I'm pretty sure you get the idea.
Now, if I haven't explained everything you need, go ahead and ask a question here or PM me. I'll answer it quickly if I'm online. If I'm not, you'll have to wait.

I might be starting a Dark Elf Army. I am a long time 40K collector so it would be a bit new.
