I couldn't figure out how to post a poll, so:
If you were an Imperial Guardsmen, would you choose:
1. Weapon Skill 4
2. Strength 4
Please let me know why, also.

If I, myself, were a guardsman? I'd probably go for strength as I'd want to make sure I could wound the thing I hit. You have a chance of hitting something with any amount of skill, you don't have a chance of wounding some units if you have a low strength.
Ask yourself why in the world would you trust a win loss record? Playing them yourself is the only way to tell.
The true joy in the game is playing down to the last model, no matter the odds.
I'd go for Strength as said. To me it would land more of a blow when it comes to wounding. I mean you could get some MORE hits in, but your chance to wound is still sucky crap. So i'd take wounds... hmph i wish guardsmen were str 4... then maybe those crazy cc doctorines would actually make SOME more sense. .haha
I don't play IG, but I would ALWAYS pick STR over WS. It feels better to do more damage on the wound chart than on the "to hit" chart.

To answer your question I'd take the strength because there are already IG models with WS 4 and they are called officers. If I was a self respecting imperial guardsman, I typically wouldn't want to emulate most officers. Our heroes would usually be the NCOs.

Interesting you all pick strength, but it makes sense.
A Guardsmen (WS 4) attacking a normal Guardsmen:
1 Attack x 2/3 To Hit x 1/2 To Wound x 2/3 Failed Save = 2/9
A Guardsmen (St 4) attacking a normal Guardsmen:
1 Attack x 1/2 To Hit x 2/3 To Wound x 2/3 Failed Save = Also 2/9
I can understand how you would think that Strength would be an advantage so that you could hurt tougher creatures, but remember St3 can still hurt T6 on a roll of a 6. So the only gain your getting is against T7 creatures: Talos. On the other hand, with Weapon Skill you are gaining defense, because the enemy needs to roll higher to hit you.
A Space Marine attacking a WS 4 Guardsmen:
1 Attack x 1/2 To Hit x 2/3 To Wound x 2/3 Failed Save = 2/9
A Space Marine attacking a St 4 Guardsmen:
1 Attack x 2/3 To Hit x 2/3 To Wound x 2/3 Failed Save = 8/27, Almost 150% more
So, with WS4, you save 1/3 more Guardsmen when fighting Space Marines than you would normally. That's the same as if they had a 4+ save.
