How much can I change units? I mean changing so they are better or worse. Ie changing bs skill. Would Ia hve to reflect points or make a down side?
Unless there is an option to do this mentioned in the codex (e.g. tyranids can upgrade most parts of their statlines), you simply can't do it without a house rule.
Of course you can do this in private games and achieve an agreement with your opponent such as "i pay +2pts per model and get BS+1 for this", but there is no chance that you would ever be allowed to do this in a game in a GW store or even in a tournament.
The units are the way as they are because of game balance, and many armies are not supposed to have further options to modify them.
Ask yourself why you want to change the statlines: Because you want to make them better than they are now. This way you directly mess with the game balance, and that's something which you're not supposed to do - only the Games Development Team may make such changes/adjustments (still, in private games you can do whatever you want as long as the opponent agrees to your house rule).
If I could have BS-5 guardsmen for a mere +4 per model, I'd be the happest camper in the woods.
And the Ork player, having to endure endless 2+ hit rolls from my Exterminators would likely find a chair and beat me with it.
And when the move/fire ordnance rules are official... NO one will allow a Demolisher to live past turn 2.
Play balance. Its not just for Eldar anymore.
