Does anyone know where I could find the rules for a BP army, its more of a chaos army rather then IG right?

I believe there was a large article on the Blood Pact in UK issue 293; this would be your best bet for the rules. I am unsure if the article featured in the same US issue, but it is worth a look.

    Cheers,
    Rich.

Well, I would take a normal IG army and give them the following doctrines:

    Hardned Fighters
    Veterans
    Iron Discipline
    Die-hards
    Err... Special-weapon squads?

I don't like teh fact that they have the "Grenadier" doctrine. In the Gaunt's Ghosts novels they really doesn't seem like extremely well-trained carapace-armoured troops. Well-trained, yes. Storm troopers, no

Well perhaps you could theme the force around the personal army of Anakwanar Sek known as the Sons of Sek (See Traitor General.).
The Sons of Sek are trained to Storm Trooper standard and are by all descriptions superior to the average Blood Pact line trooper.
Not only that I imagine the personal army of Urlok Guar and/or his most "trusted" commanders (and I am certain that "trusted" does not include the other Magisters ie: Anakwanar Sek) would also be far superior and better eqquiped than most other Blood Pact units.
Basically life sucks, there is only war and you're probably gonna get eaten by Tyranids, have fun.

I know who the sons of Sek are (I have read all the GG novels...).

It isn't me that are doing this army either.

Yeah, I can't deny that they are quite good at shooting stuff, but it's the part about carapace armour that does't work for me. You can't really say that either the Blood pact or SoS runs around in full carapace armour.

Well as I mentioned the idea is that the more Elite units would naturally have the better armour and eqquipment. You could even have them represent the Death Brigades who would by all means get the best gear to because of their veteran status.
Ultimately the choice is yours wether or not to take the carapace doctorine.
I personally think this would be better at representing a good blood pact army and will be using it for my own Blood Pact army led by Saggitar Slaith.

    Hardned Fighters
    Veterans
    Iron Discipline
    Die-hards
    Close order drill
