... the Necrons are not a 'horde' army. Other then that... 'best at what?' Each army on that list does something the others don't. Tyranids are versatile. IG shoot... a lot. Orks are numerous, good in CC, and really need a new codex.

Horde Tyranids have always been poor in my opinion, with lot's of very weak bodies and no real strategy appart from charge my anti-infantry tanks have a field day, LST's/Hellhounds are untouchable to most of the horde and happily munch through it.
Guardsmen will even beat Gaunts if used correctly and flamer toting.
It's got to be Orks, 120 Orks at 1850 toting 12 Rokkits and under KFF protection can deal it out onto the light tanks which are often a threat, and requires a huge ammount of firepower to kill off. Theres a reason an Ork army like that won a Votewar and I have to play against one weekly. There's a picture Battle Report up somewhere with this style of Ork army.

I second for Orks. I also play against an Orky Horde on a weekly basis. It can charge OR shoot, and do decently at both. While Nids tend to play only one way or another.
And Gaurd tend to be difficult to manage in a horde format and excel in neither CC or shooting, though the number of shots is very impressive. Not that it doesn't work, it's just not often seen (costly too, i'd imagine, more so than the other options).

Orks. Put them staring down any other CC army (Khorne, nids, whatever) and when they see over a hundred CC beasts staring back, they get nervous. Orks can put out more attacks than anybody (base 2+1 for pistol) at less than 10 points a model. Add heavy combat weapons and waaaaaugh, and the choppy get choppier.

I chose horde 'Nids pretty much exclusively since I play them.
I don't have much experience with/against IG or Orks, but I've heard the horror stories from those that have played against them.
My 'Nid force is horde/shooty. It never wins, but the satisfaction from plonking down a 130+ model army and seeing your opponents face drop (especially when my movement phase rolls around again :shifty: ) is satisfying enough to quell crushing defeat after crushing defeat!

I'd say either Orks or Imperial Guard. Imperial Guard have mass shooting, while Orks can do a little of both (shooting and close combat).
Dont forget about Chaos Lost and the Damned. There a bit like Imperial guard and and a bit like Orks, true they do neither aswell as their counterparts but they have the option to put 2 hiden powerfists in a 30 strong squad.
