OK, i hate space marines! they are too good, they bug me. So i want a marine killing army and i want to know what is the best army for killing marines? I myself was thinking a death guard army, +1 touhness and true grit. any thoughts?

I think all armies have the potential to make lists that are very "anti-MEQ". Death Guard are good, but then again so are all the other Chaos armies... Guards can be totally devastating against SM too.
I have most experience with Thousand Sons however and they can be totally viscous against Marines...
I think the answer is "all".
Even though star cannons have been weakened, I would still have to say Eldar.
With the combined fire prisms, you have a large template which doesnt scatter, Twin linked hitting on 3's, S6 & AP3 = wounding on 2's with no armour save.
Or you can use the focused beam for a whopping S10 AP1 twin linked shot.
Lets not forget the speed of the vehicle, its massive range, and its ability to take upgrades which make it almost indestructable.
Put 2 Fire prisms in a list, supported by some star cannons & bright lances, and a squad of fire dragons (think a squad of all meltaguns + tankhunters, 1 of which has 18" range & hits on 2's, re-rolls failed wounds) In a wave serpent.
You can also get Pathfinders (snipers) for your troop choices, which have a 33% chance (each) of being AP1 shots. (it depends on what you roll to hit).
(mods, posting those stats doesnt really breach copyright since they arent base stats, they are the stats of combined prisms, so he cant really know what the regular stats are).

What you should do instead of trying to find a good Anti-MEQ army here is to take a check in the different sub-forums and see what people can come up with for each of the armies.
Search through the different Army-list sections after anti-MEQ or anti-marines and I think you'll find each of the armies have some awsome specialized lists.
Necron lord with mumbo jumbo equips and whatever.
2 x 10 necron warriors
3 x 5 destroyers
3 x 3 heavy destroyers.
the destroyers move like jetbikes so if you put some thought into it you can potentially do a lot of damage while receiving very little fire in return.

I'd say look for things that can take full squads of models that somehow negate or reduce a Marine's save. Examples include Eldar Howling Banshees, Eldar Harlequins (now with rendy goodness!), Dark Eldar Incubi, Tyranid Genestealers, Orks with choppas and Khornate Berzerkers with Khornate Chain Axes. We all know that it's the 3+ save that really keeps marines alive (due to the small amount of AP3 weaponry in the game, and the expense of AP2 and AP1 weaponry).
And just as a quiet little plug for my own army, I play Dark Eldar, and I'd rather face Marines than any other army. Some of my most thumping wins have been against Marine forces, because they're small in number and I have enough cheap special weapons and power weapons to pick them apart (on the other hand, infantry heavy lists like Nids or Guard scare the bejeezus outta me )
Well shoot, any army can be anti-meq. Just put in guns with ap 1,2, or 3. That means plasma mostly. For points, I think IG can putout the most special weapons. (a squad of 10 with a plasma gun is...70?)
Orks lack a lot of low ap and the BS to use it, but every dude with a choppa was born to kill marines. Put a squad big enough to waaagh into em, and you have 4 attacks per man on the charge (compensates for low str) at equal I. Even better? Freeks. Fast enough to escape a lot of fire, delivering 40 attack packages, and if you wanna shoot, take rokkit buggies and some looted ordenance.
I think the best army to kill SM is...SM. Take tactical squads of 6 with a plasma gun and a plasma cannon. Throw in some anti tank firepower (devs) and you've got a real headache waiting for them.

The attitude/vibes I'm getting here are frankly those of many newbies (myself included), who have never bothered looking beyond their superior statlines. I used to think like that myself, then I bought the 4th Edition Codex.
If you dislike their statistical superiority, consider that fluffwise they can take direct hits from anti-tank weapons and keep slogging.
