Anyone one know were I can buy civilian looking
models, ( can be non G.W but must be able sit along side G.W models and not look to out of place. ) since G.W don’t seem to make
decent civilian models. I only really want them for a display
piece im planning but I will need around twenty + of them.
Take Guard models, file off insignia, and take away their weapons.

but i find that the i.g models look well just a little to butch for what i had in mind.
Afterall the jungle fighters all look like prize weight lifters and the cadians have a too formal uniform to be civi's.
I really want them to look like normal office workers / coal miners / dentists / firefighters / etc, who have been handed a gun and told to defend a street corner with their lives....
so the only weapons i want to give them are maybe laspistols or stub pistols.
and not to be too musle bound.
Have you checked out the Necromunda and Mordheim ranges? there are some models that could be used for armed civilians.
You could also get the Empire Militia sprue and just add some greenstuff/hightech bits and bobs. It's a great kit to have for a multitude of reasons.
maybe some catachans as some muscle heads, some ratlings conversions as children and a witch hunter healer chick as a nurse
the possibities are endless!

Assuming that price isn't an issue take a look at the classic Guard models, some of the models there might fit (heh heh, Tallarn mortar guy 2). And the Tanith troops aren't exactly body builders, and some of Gaunt's old retinue might work nicely.
Assuming that money does matter though you can't go wrong with the Empire Militia. It also comes with a bunch of wonderfully low tech muskets, flintlock pistols, bows, and crossbows. Some Kislevites or Dogs of War might also add something to the squads.
