When Warmachine first came out, it was labeled as "28mm" but by the time Hordes came out, they changed that number to "30mm." Ultimately, these are the same scale, it is just that 28mm has, over time, grown through scale creep. Warmachine minis are the same scale as WFB or 40k minis.

Privateer Press does sell the bases separately. The Warmachine bases all have a lip around the edge, and this makes the base larger than it required for the mini. All small based warmachine minis will fit onto small GW bases.
The Warmachine medium base is exactly the same size as the Terminator base. The large Warmachine base is smaller than the very large creature bases that you'll come across.
