Use whatever you have at your desposal, guardsmen are a ready available source of WAs and come with alot of the allowed weapons, but it all depends on how you wish to kit them out.

So to answer your question, you can use anything you like, so long as they resemble what they are/have.

If you don't mind a bit more expense points-wise you can always have a Warrior with a boltgun in power armour, so you could in fact use a unit of Marines. It does work out a bit on the 'ouch' side points wise but if you don't object to that then why not have such a unit?

At one point I made acolytes using the legs from fantasy Chaos warriors, space marine torsos (power armour), Imperial Guard heads with Catachan jungle fighter arms. Sounds really silly, but they looked pretty cool. It was a stupid setup to use in a game since putting an acolyte into power armour kind of defeats the purpose of what they are good for (which is to be cheap), but they were fun to make. As others have said. It really depends on how you choose to kit them out. Just make them match the wargear needed and you are good to go.

For example, for death cult assasins, I took Cadian guard bodies, added heads from several kits, One with an elf head (it has long hair that covers up the obvious elf characteristics), space marine heads with augmetics, even a dark elf head for the no-nonsense "I'm angry and I'm going to kill you now" look. Slap a couple power swords in their hands and you are WYSIWYG and good to go. I can't stand the girlie looking crap that they try to pass off as death cult assasins so making my own was my only option.

I say, why buy a model that is kind of what you wanted when you can make the model that you really want. Have some fun with it.

For my Warrior Acolytes, I pretty much used Cadian Guardsmen. The only difference is that all of mine are armed with Bolters instead of lasguns, so i got a ton of Bolters from eBay and put them in their hands instead. My Deathcult are actually Dark Elf Corsairs, slightly modified to be less spikey. My Crusaders are Bretonian Men-at-Arms with a few purity seals thrown on them. Amazing how wax and paper makes a unit seem more futuristic.

For my Warrior Acolytes I am using IG Cadians, painted in the same style as the warrior acolytes from GW with a Greenstuff =I= symbol I made on one shoulder pad. For my Deathcults I am using Dark Age Miniatures: Forsaken Stingers
