Summoning Question

If you DS a Librarian, can u summon in the same phase you come in or do you have to wait till next round to start summoning?

I would say no, due to the fact that a unit that comes in from deepstrike counts as having moved for the purposes of shooting, so we can assume the start of the librarians movement phase has already passed.
