Just grabbed the new book today, and the new HE look like something I can see myself playing. This is what Ive come up with...
L - Archmage
level 4 mage, seerstaff(choose spells), dispel scroll
H+H - Dragon mage
Sundragon, Silver wand (+1 spell), dispel scroll
H - Noble
barded steed, dragon armour, shield, Starlance (+3S, ignore armour, lance)
C - 20x Spearelves

S - 15x Whitelions
full command, Banner of sorcerery(+d3 power)
S - 5x Dragon princes
Chamipon, standard, banner of elyrion

I like the list, pretty similar to the one I wrote. The only things I would suggest is to get another cav. unit to support the Dragon Princes and get a ward save on the dragonmage.
Well this is light on the old numbers, even for us, but it isnt surprising when you see the dragon in there.
The biggest concern I have is actually that dragon. You have no form of save on him what so ever, and I can't help feeling that this could come back to haunt you. Although, I suppose the shield of saphery could be cast on him to protect against shooting, if you take high magic on the mage of course.
I assume the noble will be in with the dragon princes? If so, drop one of their number and pick up 2 more white lions and place the archmage in that unit. That way he has solid protection, and you have another man (elf) on the ground.

Ive changed talisman of protection into talisman of loec. With only 3 atacks, I want the forst charge of my noble to be brutal as possible, esp against a giant or similar.
I dont think ill bother with a ward for the dragon mage, 5+ isnt worth it when i can just boost his magic up a little. Granted, you have to be really careful with this model, but Im hoping to pull something off using The Wolf Hunts.
I should have said that i guess...I plan on using the lore of beats for the archmage. This guy can shut down dragons and cav woth The Beast Cowers, while fling magic missiles around, then use Wolf hunts on the Dragon or Dragon princes.
Any thoughts on what lore to choose for this guy? While picking my spells, its so hard to decide...
Im not sure how i can even fit another cav unit in. I reckon i already squeezed in soooo much as it is, and its still small. Oh well, for me, thats part of the attraction - a quick army to collect as well a highly elite one.
Well as for lores, I would seriously consider the new High magic lore. The shield of saphery could make your white lions even more survivable, and the curse of arrow attraction can make your archers slightly more effective, not to mention your bolt thrower.
Again, Heavens or life magics can also be really effective, especially life for stopping shooting.

I dropped the talisman of the noble, one dragon price, and the dragon prince musician to replace an eagle with a bolt thrower. I was thinking, with the lore from Heavens, I could use Second Sign really well with the bolt throwers. Re-rolling to hit/to wound rolls, and even te d3 part of it. Will help take doen large monsters.

I wish you could take a dragon mage without his dragon. I only use him for his spell casting abilities. I guess the dragon could be his 3+ ward save...(randomising hits, i mean...)
Your list isn't bad but it has very few units. This means you can be pretty easily outmaneuvered or fled from. Furthermore, if even one of your units is shut down (killed, stuck in combat, or stopped with magic) you may find yourself in big trouble. Thus I recommend trying to squeeze another unit into the list. You would really benefit from another unit of Dragon Princes and another Great Eagle. The problem, of course, is finding points for them.
For your army to work you really need to keep your units in close support of one another. Your Dragon Mage cannot afford to be "just a caster". You have paid a huge number of points for his dragon and it can do bad things many units. He needs to be agressively threatening flanks and light units, while preparing to simultaneously charge critical enemies with your other models. His greatest asset is that he is a flying US5+ model. If you just want a good caster then you should revise your character set up. Take a lvl4 with Silver Wand and a lvl2 with Seerstaff. This will make for an equally nasty casting phase since the lvl2 can take more game effecting spells than those in Lore of Fire.
Here are some places you could save points:
- Drop the Banner of Arcane Protection. MR is nice but people either avoid the unit that has it or, with your 5 dd and 2 scrolls, it really isn't necessary to begin with.
- Drop a champion or two. These are nice to keep your own characters out of challenges but you may be able to do better things with the points elsewhere.
- Trade the Seerstaff for a Silver Wand. This saves you 20 points and instead of getting the exact 4 spells you want, you get 5 out of 6 spells in the lore.
- Trade the Star Lance for a Lance. Saves you 26 points and against most enemies it's almost as good.
- Drop up to 5 White Lions.
How I would add units to the list:
- Drop 5 White Lions
- Trade the Seerstaff for the Silver Wand
- Trade the Star Lance for a Lance
- Drop the Banner of Arcane Protection
+ Add 5 Dragon Princes with a Banner
+ Swap the Banner of Sorcery from the White Lions to the new unit of Dragon Princes.
+ Add one Great Eagle
If you don't want to make the major changes described above, I'd make these minor tweaks.
- Drop the Banner of Arcane Protection
- Make your noble a BSB and your Archmage the general.
I think your plan to use Beasts lore is a good one. It has two game winning spells in Beast Cowers and The Wolf Hunts. This should be your default lore since it comboes so well with your army and most people use some cavalry or monsters. However, there are some other lores you should strongly consider.
Lore of Metal is extremely good with a Seer or Silver Wand Archmage. You have a spell that stops chariots and Warmachines, a spell that annihilates heavy cavalry and steamtanks, a sniper spell for heavily armored characters, as well as a few good all around spells. This Lore is often very good against Chaos, Empire, Dwarf Armies.
Lore of Life can be worth considering agianst Wood Elves but Lore of Beasts is usually a strong competitor. Life offers no LoS spells that can be a boon against Wood Elves hiding in woods. However, most Wood Elf armies run treemen and cavalry making Beast Cowers (and thus Beasts magic) a very desirable choice as well.
High Magic can be very nice but I would take it only when your opponent has a very scary magic phase or the other lores just don't seem to be much good against your opponent's army. High has some decent but not overwhelmingly powerful spells and benefits from some low casting values and support magic that doesn't require Line of Sight. Finally, Drain Magic it can really slow down your opponent's casting phase if he is relying on casting a large number of spells (vampire counts and Tzeentch chaos come to mind) or spells with very high casting values.
I guess it would be silly not to use a dragon aggresively, so ill do that, while trying not to be shot at i guess....
I agree with squeezing another unit in...but droppng whitelions to do it, I dunno, 15 is usually the bare minimum I run any infantry unit, and these guys only have one attack. Im more and more tempted to run swordmasters for this reason (thoughts on this?)
Id love another unit + another eagle, but there jjst aint any points. I know theres a lot of characters, but at least one is a dragon, so i guess he counts as a unit.
My original plan was to house my Archmage inside the spearelves, so the baner of arcane protection was to protect him, too. If the enemy avoids this unit, maybe thats good?

EDIT: Ok, Ive dropped the powerstone on the archmage, the banner of acane protection from the spears, picked up the silver wand instead of jewel of the dusk for my dragon mage (This should allow me to get 2 damage spell + sword of rhuin), and picked up the extra eagle.
you could also ive the banner of Ellyrion to the spear elves and designate both them and the WL as flankers if you manage to squeeze another unit of DP in there also since they are fred of protecting the Archmage now you can use their combat prowess in a more agressive manner
