Okay, so I'm fairly new to Warhammer (as in, I don't even have all these models yet) but I know I really like magic and Phoenix guards. So here goes.
Hero: Caradryan --> Phoenix Guard unit
Hero: Level 2 Wizard --> Tiranoc Chariot
Hero: Level 2 Wizard --> Foot?
- Silver Wand
- 2x Dispel Scroll
Archers x10 with Musician and Light Armour
Spearmen x20 with full command
Phoenix Guard x14 with full command
- War banner
Bolt thrower x 2
I really like Caradryan, I think he's a cool character, but I Was thinking I could drop him and stick Teclis into his spot in the phoenix guard unit for some good protection and to free up some points. Right now my list looks a bit light on the numbers.

In terms of the numbers thing, your an elf get used to it, they cost heaps and lots of characters means very low numbers.
I think that I would agree about the Caradryan thing, although it is pretty fluffy to have him in there protecting Teclis. This is just a personal thing but I like to think that Teclis would be escorted by an army of Swordmasters, even if it isn't very effective gamewise.
I think that you should drop Caradryan, the armour on the Archers, and a scroll, this gives you 205 points to play with and allows you to fit in 5 Dragon Princes and an eagle. Just makes you a bit quicker and puts some pressure on any warmachines.
Or 5 reavers, 5 Shadow Warriors and an eagle, and drop the warbanner or last scroll, this gives you 3 units that can march block effectively and gives you the best opportunity to do damage with your rather considerable magic phase.

Putting a mage in a chariot is also not the greatest plan, because then he can be targetted and killed easily and he's not good in combat as well.
Archers should always be kept as cheap as possible with a musician only if you have the points. The Spearmen look good as do the Phoenix guard (I would keep a warbanner somewhere)
My main concern is the lack of combat units, as mentioned, a fast moving army will hit you and usually lessen the effectiveness of your magic phase (unless your magic is geared that direction) I guess the chariots might help with combat in a counter charge, but there's a chance they could be blown to pieces turn 1 as well. I think I would get a bsb at least with grt weapon and armor of caledor to provide combat resolution and some str 6 attacks.
If you could get a hammer unit like dragon princes, whitelions (the fluffy bodyguards) or swordmasters, I think that would help tons when the combat phase hits you.
