Have come back to the game after a couple of years so here is my first try with the new book.
Archmage, level 4, seerstaff, ring of fury, dispel scroll
Mage, level 2, jewel of dusk
Noble, heavy armour, BSB, Banner of sorcery (with PG)
15 spearmen, full command

Have been looking some of the other lists to get some ideas and this is what i cam up with. tried to make it a fairly balanced list and wasnt sure on whether to stick any dragons in. Comments welcome, im slightly unsure on the chariot and only having 1 scroll in particular, thanks.
This looks like a good balanced list, Personally i would give the BoS to the PG and the give your BsB the armor of caledor for greater protection in heavy armor he will die quickly. I would also drop the charriott (it can't keep up with the DP's and will be taken out by basic missile fire fairly easily) and bulk up the PG to at least 17 they are very resilient but don't kill much and win by fear and outnumber so the more you can afford the better. As to the archmage i would drop the seerstaff and get the silver wand (you will get 5 of the 6 spells in any law) and another dispel scroll. This looks like a very capable list and is very well balanced, i think it should do well, have fun and good luck.
The only problem with doing that is that he's going to have to rearrange some of his points to include a Standard Bearer in the PGs.
I'd drop the Champions out of the spearmen units to gain the points.
As for Dragons, I'd go against using them. The best way to get one of them into your particular list is to put in a prince and give him a BIG dragon. That's pricey, it would actually unbalance alot of what you've established. Perhaps a dragonmage would work, but it's just a less severe version of the same problem.
The chariot... I don't know. One lonely chariot is going to be a bad idea for all the reasons already given. Chariots are good on the defense, as flankers. Having one in your list is kind of moot, since your WLs are your flankers.
Same goes for the archmage- follow Aenar's advice.
You're probably going to have enough points to add in a Great Weapon on that noble. Any HE character on foot that DOESN'T have a magical weapon, should take a great weapon. We get ASF now, and a greatweapon strikes first as well. Your basically just buying +2 strength. It's a good deal.
Rest of the list- awesome. Even without the changes this list is a good one. With the changes it will be excellent. It's the general, neutral HE list. Each player has their own variation, but we (the HE section) are getting this down to an artform.
My advice is in line with Captain & aenar...
Drop Tiranoc Chariot, Seerstaff from Archmage, Heavy Armor from BSB, Musician from Phoenix Guard
Add 3 Phoenix Guard (get unit to 17 + BSB = 6x3 formation), Great Weapon and Armor of Caledor to BSB (see other posts, their reasoning is correct), Champions to both White Lion units (the extra attack is very important because you need to maximize the # of kills in case they get charged, because they have no static CR), Dispel Scroll to Archmage
This should leave you 4 points under the 2k limit.
yeah phoenix guard need more than 1 rank, i used 2 ranks of 7 for ages and they never won
I agree with what everyone says. Mainly on the BSB. At the moment, his set up is not that good. He hasn't got any weapon at all besides his hand weapon, and he isn't protected very well. High Elf BSBs can take all the equipment regular nobles can, so a great weapon is a must with always strike first. Like has been suggested, the banner would be best given to the Phoenix Guard standard bearer. Then, it is harder for your opponent to take out the banner (he has to kill the unit rather than just the BS and the BSB can get access to magic items like the Armour of Caledor making him considerably harder to kill.
