Hi I'm quite new to playing warhammer fantasy but am an experienced 40k player I need some advice t see if this army would be a good start
Prince- heavy armour, shield, starlance, barded steed
Mage- level 2- silver wand, gen of sunfire - lore of fire
Mage- level 2- silver wand, dispel scroll, steed - high magic
15 Spearmen- full command
10 Archers- full command
15 Sword masters- full command
14 Pheonix guard- full command, banner of sorcery
5 Dragon princes- full command
1 lion chariot
2 Repeater bolt throwers
So if you have any advice it would be greatly recieved, thank you
Welcome to WHFB. Your list looks well thought out and balanced. IMHO I would drop the lion chariot (its very vulnerable to even basic bow fire and any competent opponent will take it out early)and the champion from the DP's which will give you 160 pts enough to get a second unit of 5 DP's including a musician. I would also drop the star lance on your prince (its very overpriced for what it could achieve) and give him a standard lance and the sword of might giving him 4xS6 on the charge and 4xS5 magical attacks thereafter, i would also try and find the points to get a ward save for him either the guardian phoenix or temakadors gauntlets for some added protection without which he will die quite easily against many foes. I would also swap around the numbers for the SM and PG. PG win with static combat resolution (eg ranks, so with 15 5x3) whereas with the SM you want to maximize numbers in combat so with 14 they deploy in a 7x2 formation giving you 15 S5 attacks in CC. This is obviously only my opinion and others will differer take what suits you and develop your own playing style and an army list that suits it. Good luck and have lots of fun.

I do agree though that the Star Lance is overpriced. I usually look at it in comparison to a regular lance; the starlance gets 1 extra S and ignore armour saves over the regular lance, but in most cases your high S will be negating or at least drastically reducing armour saves anyway.

Your are of course correct about the magic vs mudane wepons, which meerley goes to prove that i should'nt post reply's at the end of a busy shift when i am tired. Appologies for any inconvenience caused.

~I;m not so sure about taking the Banner of Sorcery with only two level two wizards. Sure, one of them has an extra spell, but neither have enough control over magic to maximize the 50 point banner.
~I'd either get rid of the banner to add more, or spend more points on either another mage, or some more/ better magic items. I personally like the Seerstaff, saving me the hassle of getting crappy spells.
