Here is a list I used today to see how well a list like this works. It turns out pretty damn well ^_^
I'm no HE general though so I'm sure there are some changes I could have made to make it better.
Prince - Dragon armour, shield, vambraces of defence, star lance, star dragon
Mage - 2 x scroll
Mage - Sigil of Asuran
4 x 5 DP (all with musician)
Fun Idea!, I'll try a similar list at one point (be warned VC - my one enemy) To max out on dragons, why not replace the mages with a dragon mage with an annulian crystal. (a further 100-50 points is needed for the dragon mage, but that can by sacrificing a RBT or a DP squad). Wish you luck with the list.
I think it's one of those armies that you will use 1 or 2 times and then quickly get bored with.
I've seen similar lists and they can do really well but will struggle against horde armies, shooty armies and fear causing armies.
By all means give it a go but for me it's one of those 1 trick ponies that turns up every now and again and then quickly disappears again when your opponent knows you are going to use it or when your own boredom takes over.
all it takes is one decent break test, giant undead unit or a stubborn test and your army crumbles/folds/dies due to counter/flank charges and combat res.
This will work really well against your run of the mill player. Anyone who plays tournies or has some experience and a slightly balanced list, will bait and flee this list to death. Decent magic and shooting will then disect the army while the opponent waits for a good charge.

I was looking at this list today and was thinking "you know what, it's just not cheesy enough"
So I squeezed another dragon in :ninja3:
Prince - Star dragon, vambraces of defence, lance, shield, dragon armour
Dragon mage - lvl 2
2 x 10 Spears
4 x 5 DP (musicians)
2 x RBT
There, much better 8Y
I take it all back.....now it's perfect
Why the Lv2 stoney? One mage at 2K wont do much. Get a couple of Eagles in too.
Id go with Bows over Spears too, the Spearmen will take their time crossing the Board in the face of shooting and magic missiles. The Archers will atleast be able to begin damage assistance early.
Also maybe consider two Tiranoc Chariots.

The lvl 2 dragon mage gives me 6 PD. So I can throw 3 at each spell or 4 at one and 2 at another. Keep my opponent on his toes.
I was going to go for archers but couldn't find the points, I wanted to get the minimum amount of core possible
