-Ive been playing HE for about a month, but this is my first post in LO
I play against Skaven, Hordes of Chaos, and Beastmen, with Dwarves, Ogres, and DE in there sometimes.
I normally use:
Using this list i can generally beat up the ogres, chaos, beasts, and DE, but the skaven and dwarves (who are both played by same person) cream me.
Any help is appreciated.

Do you have any notes on the composition of the Dwarf and Skaven armies? Are they gunlines?
If they are, you may want to consider dropping the dragon mage. It is a lovely model, and can be horrendously effective at these points levels, but I find that the risks of using him on an unknown battlefield too great. Jezzails and handguns will make mincemeat of him, and with no way to get him into combat until turn 2, you will be done for.
Against the skaven, try and use their superior numbers to your advantage, and use them to block line of sight to your more valuable troops. This won't save the dragon, but it might save your men.
Against the Dwarves combined charges are the key. Make sure you hit the units with everything at once, ensuring the break, then rinse and repeat. Your superior speed should help you in this matter.

Yah, the dwarves and skaven dont normally play gunlines, but if they do i would choose lore of shadow with my mage, and choose unseen lurker.
Using my power stone to ensure it gets off ( he never takes dispell scrolls) i could have a turn 1 charge with DP's or Dragon, which should be able to at least distract the gunline long enough for my Swordmasters to get into CC.
Thanks for the advice ninja, I'll keep the charges in mind, although i did get lucky once and break his 20 block of dwarfs with only a lion chariot!!, that dosn't happen often.
