I've taken on board the cruel comments people made about my 3k list, and have made a 1,500pt list:
Noble on Barded steed, shield, dragon armour, lance, Foe Bane, Helm of Fortuen (1+ armour save re-roll)
Level 2 Mage with Dispel Scroll and power stone
15 spearmen full command
10 Swordmasters, Full command, skeinsliver
10 Phoenix guard, full command, Banner of sorcery
10 White Lions, full command, dragon horn
This list is a good starting point, but I have a couple of questions, and comments that may make it more combat effective for you:
A) Is this list designed to fight Ogres? If not, then Foe Bane is not the greatest choice for the Noble.
B ) Where is the Noble being placed?
1) I believe that the units of elite infantry are too small to survive with their equipment and full command not costing you points in the long run, so here are my suggestions on that front.
a) Drop the standard bearers on the white lions and swordmasters
b) Drop the magical banner off of the phoenix guard. Your one mage can't cast with more than 3 dice for any one spell, so allowing you 7 PD a turn at maximum a turn is a waste, in my opinion.
c) With the spare points this generates get 5 more Phoenix Guard, giving you a second anvil unit.
2) Give the Noble the Guardian Phoenix instead of Foe Bane.
Apart from that. the list looks solid.

I will drop the banner of sorcery, and give the noble the guardian phoenix. I must admit I didn't think of that.
I think that instead of 5 more phoenix guard, I will put 4 more swordmasters in that unit, and then put 1 more on either unit.

P.S. I will be fighting Orcs and Goblins.
The thing is, Phoenix Guard need the numbers to take advantage of the fact that they cause fear. The other two special choices make much better hard hitting flankers so they can function with smaller unit sizes.
I think you should stick with what Ginger suggested. Beef up the Phoenix Guard and leave the other two as they are.

I'm seeing how different aspects of this army work by playing lots of small games with the miniatures in the army. I played 500pt with this list today:
Level 2 High Elf Mage with a dispel scroll
14 High Elf Spearelves with a full command
5 Swordmasters of Hoeth with a Bladelord and a musician
1 Repeater Bolt Thrower
As many of you may know, I love Swordmasters, as with the unit I've made here, they boast 11 attacks against anything!
In a battle I played today, I found that because we can go with a 500pt army with 1 core unit, I could take the Swordamsters with some command.
Unfortunatley, the spearelves were rubbish, killing 1 speargoblin and then getting cut down. The swordmasters got shot down, so that when the Bladelord got into combat, he also got cut down.
However, with good magic rolling, I got Flames of the Phoenix, which I cast every time I tried. It basically killed all of the Spider Riders and, with my opponent having one big unit of speargoblins (numbering 30!!!) it killed half that unit as well. The bolt thrower did well, as it killed: 1 troll, 4 spider riders and 7 archers with shooting, and 2 archers in close combat.
I lost because my opponent rolled too many 6's in animosity, and effectively got 15" of movement off of it. Against goblins, swordmasters are good distractions as they are great in combat, so they are on the heavy end of the shooting and magic. Because my units got run down, my RBT and mage were not ready for almost 50 (no typo, that is 50!!) goblins running at him.
Can anyone give me ny advice on making a 1,000pt army list with only the pieces in my 1,500pt army list?
Hmmm. A 1000pt list with the models from your 1500pt list aye?
I would consider the following:
Level 2 High Elf Mage with a dispel scroll and the silver wand
Noble on Barded steed, shield, dragon armour, sword of might (as he won't be charging, no lance)
13 High Elf Spearelves with a full command (Noble here)
6 Swordmasters of Hoeth with a Bladelord
6 White Lions
9 Phoenix Guard with Full Command (Mage here)
1 Repeater Bolt Thrower
This is a ballanced list, that can hold it's own, shoot and has quite a punch in CC.
