I recently decided to dust off my High Elves and start gameing with them again i havent played with them yet useing the new book but i have played against them quite a few times. I want an army that can control the magic phase and still has some shooting and packs a good CC punch. Heres the list i came up:
Mage-Lv2-The Seerstaff Of Saphery-Dispell Scroll-185
Mage-Lv2 Silver Wand-2 Dispell Scrolls-185
20 Spearmen-Full Command-205
5 Dragon Princes-Musician-160
Repeater Bolt Thrower-XXX
Any advice or suggestions to make it better are very welcome.
My main concern is that the Sword Masters will just get shot b4 they see combat and with there low toughness and save will fall easily but they do hit hard.

This looks like a pretty solid list. I do worry where you are going to hide your mages. I would strongly recommend that neither are put in the swordmaster unit, as they are unlikely to survive in combat.
3 dispel scrolls seem a little excessive at this level. I would consider switching the 2 dispel scrolls on the wand mage to a ring of fury. It would give you another offensive magic output, upping your domination of that phase.
Finally, I would drop 3 spearmen, so that one unit is 18 strong with a mage. This would allow you to make the swordmasters up to 12 strong and give them a champion to challange enemies, and maybe some extra kills.

I think this list is pretty sweet.
To help save your Swordmasters from getting shot up, perhaps assign a Mage to get Shield of Saphery cast each turn. Getting the Ring of Fury, as GingerNinja suggested, would help with this since you could eat through the opponent's Dispell dice before casting the shield spell.
Perhaps you could put a Mage in the SM unit, but be sure to leave before you get into combat. That is risky and tricky...though it could have a nice effect if you can pull it off.

I think i will drop 2 Spearmen and add 1 extra Swordmaster then i can run the Spearmen 6x3. I was thinking about useing the Ring Of Fury because it is very good but every opponent expects it now so i thought they would probably save dice for it for the first turn or 2 atleast But your both probably right i should get it. I never normally take Dispell Scrolls in my lists at this size but almost everybody i seem to play now has atleast 2 lv2's so haveing a few scrolls is nice to protect the Swordmasters. I cant decide what to do
Three dispell scrolls is a bit much at this level. GingerNinja has a very good point about the switching the scrolls for the ring. Your swordmasters are too big, they work best in units 7 wide. At this level, with two mages, you might look into doing this. Dropping the swordmasters down somewhat to pay for a standard bearer with banner of sorcery. One to three extra power die per turn can greatly increase you magic phase. Just something to think about.
Here is another thought. There are units out there which take magic or magical weapons to destroy. I like to upgrade the Sm to bladelord and give him the amulet of light. Again just something to think about. Especially if you are going to increase your army size. I hope you find that playing the HE is both rewarding as playing them is not totally point and charge. At times they are frustrating with toughest and strenght of 3.
I'm planning to increase the army to 1.5k. Has anyone got iany deas what i should put in? I was thinking of putting in:
Noble-Great Weapon-Dragon Armour-Battle Standard-Banner Of Sorcerey
Repeater Bolt Thrower
This leaves me quite a few points that i cant decide what to do with. Any help would be much appreciated.
What strategy are you going for?
What type of battles are you trying to pick?
