Im about to start a high elf army and heres my first list.
2000 High Elves
-dragon mage of Caledor
-lvl 2 wizard
-talisman of loec
240-20 lothern sea guard
240-20 lothern sea guard
-3 White Lion Chariots
2 Great Eagles
My basic plan is to have the lothern in the centre with teclis, firing away with bows and spells while one flank has the dragon mage and the other has 3 lion chariots. And the great eagles for anti war machine

Be careful listing individual pts costs for units = ur chariots or eagles.
I'm pretty sure its against the Forum Rules and GW get antsy in their pantsy about it and people potentially ripping of Armybook/Codex information from it.
Same goes for showing stat lines etc..
In regards to your Army list I see you're trying for shooty army of magical death, however you have no Repeaters.
Perhaps ditching one of the Chariots for one could be an option, it's also going to free up an extra 40 pts for you. Perhaps shave 10 off and get another Great Eagle to help March Block to slow down those armys who are likely to charge straight at you.

Regarding your list couple of ideas
- Lothern Sea Guard arent that great if you are planning on using them for shooting as you are going to have to spread them out in a line to get all of them firing, and then lose a turn of shooting getting them back into ranks before the enemy charges you. Take two units of 10xArchers instead + 1 block of 24 Spears and put the rest of the points into your other special choices.
A Dragon Mage should always have a Silver Wand for that extra spell, and consider giving him the Guardian Phoenix for that 5+ WS.
Very very surprised you dont have any Swordmasters or Dragon Princes in there somewhere? Great Eagles are a good choice but with the Dragon Mage you dont really need them, and I would take two Bolt-Throwers instead

I have to echo everyone elses comments about point cost. The best way is to say x of LSG with full command so many points.
I have to agree with Kiwi remarks about the LSG. Archers are cheaper and spearman are also. LSG are a combo and they do not work out as good as the others.
Teclis is a hard hitting mage, but if he dies your army dies.
Dragon mage with the silverwand, getting the extra free power die, is a must. The Dm is not a fighter and the dragon's breath will not kill may. But all it takes is one to get a panic test. Just remember that some armies have a magic spell which grants a unit a extra movement. That can spell trouble, undead, goblins and wood elves I believe.
With Teclis dispell scrolls are not that important, d3 power/dispell die. And Teclis has a special dispell scroll. Give the mage the ring of Fury, some offense power in which you should be able to overwhelm your opponents dispell die. With Teclis banner of sorcery is a must.
Love the lion chariots, I run that many with my white lion themed army. Korhil is in one. It is a must as he is our only hero which can ride in one.
When you go to 2250, tournment level, be sure to add dragon princes. Not the best heavy knights in the game but definetly towards the top end. Two attacks and immune to fire base attacks, that is just plain wonderful.
May I suggest a few things.
First off, drop a couple chariots and maybe pick up some PG with Banner of Sorcery, if you are gonna run magic heavy you want to feed them as many power dice as possible. Plus, the PG will give you an anvil unit to hold the enemy for your Dragon Mage as well as a good place to hide Teclis.
You need at least 1 RBT, preferably 2. Maybe drop the LSG to archers 1x10 to free up some points.
Not sure how friendly of a game this is, or if its a tourney list. If the latter I suggest bumping to 2250 as that seems to be the standard.
If this is a friendly list I may suggest a different lord choice. While everyone has the freedom to do as they want, I find Teclis grossly under-costed for what he does. Even though I have suggested some shooting changes and RBTs, your initial list of Teclis, Dragon, 3 Chariots and very little close combat units will probably not be much fun to play against.
Its just my 2cents, but Teclis doesn't make you any friends and most armies don't have anything that can feasibly deal with him until you get to the 3-4k range. But it is all in the book and therefore legal to use, just be ready for the cheese cries from your opponent.
