Tournament forthcoming, with some pretty silly comp rules. The main ones leading to the creation of this list are:
No more than 1 war machine
No more than 6 levels of magic.
No special characters.
Not being able to go magic heavy made me realise that there was only 1 way to go: STAR DRAGON! Any thoughts or comments?

Looks like a very solid list.
Only suggestions I have:
I would probably give the Prince a GW instead of the halberd. It's only a few extra points, and in the unlikely event that your dragon dies, you are strength 6.
Talisman of Loec- that only works with what the model hits, right? I would actually give this to my Prince, and use it if needed. If given to a a SM champion, he has less attacks, at a lower strength and he dies right after using it. Not sure that I would want to give up a champion just to make them re-roll those armour saves, when the unit itself is going to generate a lot of combat resolution.
I'm not a big fan of the Lion Chariots. They are slower and much more expensive than the Tiranoc Chariots. You could switch them to Tiranoc Chariots and be able to field a Reapeter Bolt Thrower. But with the limitations on war machines, I would probably be tempted to bring them as well.
Overall I like the list, especially in the type of tournament that you are playing in.
are you sure the chariots do not count as warmachines??

There is nothing in the rulebook that states a chariot is a war machine, and it doesn't follow the majority of the same rules that restrict war machines.
I know but I know what he means. Sometimes in tournaments restricted like this they group them all in together, but not in this one.
The halberd choice is because a GW is 6 points more than a halberd, and this army comes in at 1995. Plus if my dragon goes down I've got bigger things to worry about.
I have a couple of quick suggestions on how to improve this armies effectiveness without comprimising the theme you have right now:
1) Drop 1 dispel scroll from one of the mages.
2) Drop the standard bearer and banner of ellyrion from the swordmasters.
3) Drop the standard of ballance on the Dragon Princes, then give that unit the banner of ellyrion.
4) Get one more Dragon Prince per unit.
5) Swap the Halberd for a Lance. If you dragon lord doesn't win in one round you are unlucky, or using him wrong.

It seems that with only 6 levels max of magic coming at you, you may be able to get more combat potential and dropping one or both mages might eb worthwhile.
I would be tempted to get a radiant gem Noble instead of one of teh mages, to sit with teh dragon Princes as a combat auxilliary to add more punch. I agree with standard of balance on DPs, you don't want to fluff a charge with these boys, but Banner of Ellyrion on Swordmasters is a bit of a waste.
I would actually be sneaky and maybe put a Noble in a Tirnaoc chariot as a BSB with the banner of Ellyrion - that way the chariot can charge through woods and not get damaged by difficult terrain!
